All solicitation documents will be available on or about May 20, 2026, online at SAM.gov. The solicitation when posted on at a future date online to SAM.gov will contain all necessary proposal instructions. Proposals will only be requested and accepted from Vendors that are verified and registered in the System for Award Management (SAM) and be verified in the Small Business Administration s (SBA) SBA Small Business Search (SBA DSBS) (https://search.certifications.sba.gov/ )as a Service-Disabled Veteran Owned Small Business (SDVOSB) from the Network Contracting Office (NCO) 21. *Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must have current online Representations and Certification application on file with SAM.gov. *Potential Offerors must also be verified in the SBA Veteran Small Business Certification Program as an SDVOSB to be eligible for award. Questions regarding this pre-solicitation notice must be sent in writing to Mr. Rosario Chaidez, Contracting Officer, NCO 21 at email: Rosario.Chaidez1@va.gov The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 will be issuing a Request for Proposal (RFP) for a general construction contractor for the project titled: Renovate Imaging and Catheterization Lab, 570-21-220, Fresno VA Medical Center identified in the Statement of Work (SOW) located at: 2615 East Clinton Avenue, Fresno, CA, 93703-2223 to be attached at a future date. Work includes, but is not limited to the following: Vendors must be able to provide all materials, labor, tools, equipment, transportation, supervision, project management, administrative support, and specialized expertise to perform the work stipulated in the Statement of Work and Construction Drawings what will be posted with the solicitation at a future date. The project is to focus on the renovation of the 10,200 square feet Catheterization Lab located on the second floor of the East Wing for Veterans Hospital. This will involve the relocation of the existing ultrasound and fluoroscopy equipment to the renovated imaging suite. The major remodeling will include moving the radiology rooms (3), ultrasound rooms (2), patient restroom, central staff work area, communications closet, and electrical room, as well as building a new ultrasound room. The scope of work includes complete Architectural, Structural, Mechanical, Electrical, and Plumbing provided for the new and renovated areas. This includes, but is not limited to, new finishes, removal and installation of walls, floors, and ceilings, lighting, power, HVAC, and plumbing etc. Vendors must demonstrate the ability to meet all requirements. The complete SOW, Specifications, Drawings, and any attachments, including all details, will be published when the Solicitation is posted online to SAM.gov.
