Request for Information (RFI) 

House of Representatives Ad-Hoc Staffing Support 

This is NOT a solicitation for a proposal, proposal abstract, or quote. The purpose of this Request for Information (RFI) is to obtain information regarding industry capabilities, approaches, and potential solutions to provide supplemental personnel support during high-volume request periods to meet the needs of Members within their districts. Responses to the information requested will assist the Government in determining the appropriate acquisition strategy for a potential future solicitation. 

Background 

The Chief Administrative Officer (CAO) of the U.S. House of Representatives (the House) provides administrative and technical support to Members, Committees, Leadership, and House Officers and offices. The CAO organization consists of more than 700 employees across multiple departments, including Acquisitions, Customer Experience Center, Finance, Logistics, Human Resources, House Information Resources, Risk Management, and the Immediate Office. The House of Representatives employs approximately 10,000 staff. 

The mission of the Customer Experience Center (CEC) is to ensure exceptional customer experiences through each CAO service delivered to the House community. The CEC serves an important role in connecting CAO technical, administrative, and operational experts with their customers. The CEC provides direct services to House offices through its six departments: Communications & Marketing, Congressional Staff Academy, CAO Advocates, Customer Experience Management, First Call, and House Creative Services.  

House Creative Services provides support to Members of Congress, committees, and leadership on their communication efforts related to official and representational topics. This includes official photography, graphic design, multimedia design, printing, video, and motion graphics. Services are provided on a per-request basis, often on short notice, with rapid turnaround expected. 

Purpose and Scope 

In conjunction with the CAO, the House of Representatives is exploring opportunities to provide supplemental ad-hoc photography and videography support for Members within the continental United States. Ad-hoc staffers would need to work with House Creative Services (HCS) to coordinate the transfer of files for upload and customer availability.  

Ad-Hoc Support Objectives 

The House is seeking information on solutions and capabilities that support the following objectives: 

Provide ad hoc photography and videography support as a supplement to our Washington, D.C. based team.   Deploy experienced photographers/videographers (5 years minimum experience) who have the capability to acquire and utilize their own equipment (camera, lighting, peripherals, etc.) to provide coverage for various purposes.  Provide support in two or more regions of the country. See regions below:  Region 1: ME, VT, NH, MA, CT, RI, NJ, PA, NY  Region 2: MI, OH, WV, VA, NC, SC, MD, DE  Region 3: IN, KY, TN, AL, GA, FL  Region 4: ID, MT, WY, UT, ND, SD, NE, MN, IA, WI, IL, MO, AR, MS, LA  Region 5: AZ, NM, CO, KS, OK, TX, AK  Region 6: CA, WA, OR, NV  Have the capability to acquire/assign and deploy photographer(s) and/or videographer(s) to the aforementioned areas within a three-day lead time.   Have the capability to transfer files to HCS within customer deadlines. 

Submission Instructions 

Interested respondents are invited to submit an electronic Capability Statement demonstrating their capacity to support the requirements described above. Submissions shall be emailed to Breana.Wilson@mail.house.gov no later than Tuesday, May 26, 2026. 

Capability Statement Requirements 

Capability Statements shall meet the following criteria: 

1. Company Information (Page One) Include the following: 

Company name  Address  Phone number  CAGE code  DUNS number  GSA Contract Number (if applicable)  Point of Contact (name, phone number, and email address) 

2. Format and Length 

Microsoft Word, Microsoft Excel, or Adobe PDF format  Single-spaced, 11-point font (excluding charts and graphics)  Maximum length of five (5) pages, inclusive of all attachments and graphics 

3. Content Requirements 

The Capability Statement should include, at a minimum: 

Core capabilities related to Ad-Hoc Support, including staff sourcing and managing staff.  Corporate experience and management approach  Examples of similar staffing models.   Relevant references  A Rough Order of Magnitude (ROM) for pricing, if available 

Any pricing provided is non-binding, will be treated as procurement-sensitive information, and will be used solely for budgeting and potential future solicitation planning purposes.

The Government reserves the right to use information received for any purpose deemed necessary and legally appropriate.
