NASA is seeking contractor support for the Snow4Flow Earth Venture Suborbital mission, focusing on instrumentation integration and test flights. - Government Buyer: - NASA Goddard Space Flight Center (GSFC), Earth Sciences Division - NASA Shared Services Center (NSSC) - OEMs and Vendors: - ALCI AVIATION LTD (sole source contractor, aircraft provider) - Basler Turbo Conversions (manufacturer of Basler BT-67 aircraft) - Riegl (manufacturer of VQ-580II-S instrument) - Products and Equipment Requested: - Basler BT-67 aircraft (tail number C-FDXQ or suitable replacement) - Arizona Radio Echo Sounder (ARES) instrument package (University of Arizona) - CReSIS UWB Snow Radar instrument package (University of Kansas) - Riegl VQ-580II-S instrument package (University of Alaska) - RGB Camera instrument package (NASA GSFC) - Instrument racks and accessories for integration - Minimum of six instrument operator seats - Services Requested: - Engineering and modifications to prepare aircraft for instrument integration and flight operations - Integration of instrument packages and up to 12 hours of science and test flights (including local test flights over water in the Great Lakes or East Coast) - Compliance with FAA/TCCA airworthiness standards and participation in NASA airworthiness review processes - Facility access and support, including hangar space for the Snow4Flow Science Team - Unique/Notable Requirements: - Sole source to ALCI AVIATION LTD, identified as the only provider capable of meeting NASA's requirements - Aircraft must be modified to accommodate specific scientific instruments and operator seats - Strict compliance with both FAA and TCCA airworthiness standards - Test flights must include over-water operations in the Great Lakes or off the East Coast - Access to NASA GSFC facilities for integration and support - Place of Performance: - NASA Goddard Space Flight Center (GSFC), Greenbelt, MD - Test flights over the Great Lakes region or East Coast of North America

NASA/NSSC has a requirement for Contractor support instrumentation integration and test flights for Snow4Flow.. 

NASA/NSSC intends to issue a sole source contract to ALCI AVIATION LTD 1190 Keith Ross DR Oshawa, On L1J 0C7 Canada under the authority of FAR 12.102(a). It has been determined that ALCI AVIATION LTD. is the sole provider of Contractor support instrumentation integration and test flights for Snow4Flow.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 541715.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 5/7/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
