The US Army Corps of Engineers Portland District is seeking an EDWOSB contractor for a five-year contract to maintain and monitor riparian plantings at the Chumbley and Cottonwood Island wildlife mitigation sites in Cowlitz County, Washington. - Scope of Work: - Maintenance of existing riparian plantings, including manual removal of invasive species (yellow flag iris, poison hemlock, Himalayan blackberry, tansy ragwort) - Mowing, weed whacking, and herbicide application (glyphosate and triclopyr by licensed applicators) - Reseeding with Washington state-certified native grass seed mix (blue wild rye, meadow barley, California brome, red fescue, and others) - Vegetation and wildlife monitoring (stem density, survival rates, invasive/native species cover, bird population assessments) - GPS mapping, photo documentation, and reporting - Mobilization/demobilization of equipment and personnel - Environmental and Technical Requirements: - Compliance with environmental work windows, especially to protect a heron rookery at Cottonwood Island (June 15 to October 31 annually) - Use of native, state-certified seed delivered in original sealed packages with guaranteed analysis - Licensed herbicide applicators required - Adherence to safety, security, and environmental protection standards - Contract Structure: - Single Award Task Order Contract (SATOC) with a five-year ordering period - Annual acreage-dependent maintenance and monitoring tasks - Seed Project in 2026 satisfies minimum guarantee - Locations: - Chumbley Wildlife Mitigation Site (near Woodland, WA) - Cottonwood Island Wildlife Mitigation Site (near Kalama, WA) - Contracting office: USACE Portland District, Portland, OR
Description
The US Army Corps of Engineers – Portland District (USACE) is soliciting for services to maintain existing riparian plantings at the Chumbley and Cottonwood Island wildlife mitigation sites in Cowlitz County, WA. This is a non-personal services requirement. The contractor shall perform these services in accordance with the terms of the contract and as defined in this Performance Work Statement (PWS).
This is a Single Award Task Order (SATOC) contract with a five-year ordering period from the date of award.
For 2026, USACE has already identified the acreage requirements for the Chumbley and Cottonwood Island sites as described in the 2026 Task Order PWS. The 2026 Task Order will serve as the Seed Project and satisfy the minimum guarantee. It will be awarded in conjunction with the SATOC award.
The approved environmental work window for Cottonwood Island is from 15 June to 31 October. The Contractor is not allowed to begin work before 15 June for the protection of a heron rookery.
