Brookhaven National Laboratory (BNL), operated by Brookhaven Science Associates under contract with the U.S. Department of Energy (DOE) Office of Basic Energy Sciences, is seeking suppliers for electronics cabinets and rack-mounted solutions to support the Electron Ion Collider (EIC) project. - Government Buyer: - U.S. Department of Energy, Office of Basic Energy Sciences - Brookhaven National Laboratory, managed by Brookhaven Science Associates - Products Requested: - Custom rack enclosures for housing power supply, RF, and control equipment - Two main types: - Fan-cooled ambient air rack enclosures (3 kW heat removal, 52U, 31.5" width x 42" depth and 52U, 22" width x 36" depth) - Water-cooled heat exchanger rack enclosures (8 kW heat removal, 52U, 31.5" width x 42" depth) - Estimated total quantity: approximately 900 units over 5 years (2027–2032) - Pricing requested for quantities ranging from 25 to 500 units - Deliverables include CAD models, first article units, and end item documentation - Unique/Notable Requirements: - Compliance with BNL and BSA specifications, ISO-9001 quality assurance, and safety standards (UL508, ASME, NEMA 12, UL 50) - Engineering analysis, including Computational Fluid Dynamics (CFD) of rack configurations - US manufacturing capabilities preferred - Racks must feature grounding, gasketed doors with viewing windows, adjustable rails, lifting points, and leveling feet - Packaging must ensure safe delivery on forklift-compatible bases - Progress reporting and milestone approvals required - OEMs and Vendors: - No specific OEMs or vendors are named; suppliers are invited to respond - Place of Performance: - Brookhaven National Laboratory, Upton, New York (Electron Ion Collider facility) - Period of Performance: - Estimated 5-year procurement window (2027–2032), with key design and delivery milestones throughout the contract period

Description

Brookhaven Science Associates, LLC (herein known as “BSA”), operator of Brookhaven National Laboratory (BNL) under a Prime Contract with the U.S. Department of Energy (DOE), is seeking expressions of interest from firms regarding Electronics Cabinets and Rack mounted solutions as outlined in the following attachments:

Attachment A- Additional RFI parameters and budgetary pricing table based on supply quantity.

Attachment B- Statement of Work for the EIC Rack Enclosures (EIC_PSG_SOW-003) 

Attachment C- Technical Specification for the EIC Rack Enclosures (EIC-PSG-SPC-006)

Attachment D- BNL-QA-101 Revision 04/2025

Please note that this is an RFI/Sources Sought notice, not a Request for Proposal, and no solicitation exists at this time.

This RFI is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information received. The information from this notice will help the Department of Energy (DOE) Office of Basic Energy Sciences (BES) survey available resources.

The Electron Ion Collider (EIC) is a new Nuclear Physics Facility that will use collisions between polarized ions and polarized electrons to study the inner structure of the Nucleon.

Please provide the following information:

Does your company have the capabilities and past experience, within the past 5 years, in producing electronics cabinets and rack mounted solutions as noted in EIC-PSG-SPC-006? What is the minimum order quantity? What is the lead time? Does your company have the capabilities to provide Computational Fluid Dynamics (CFD) analysis of BNL rack configurations? Does your company have manufacturing, assembly, testing capabilities and available resources to meet the proposed schedule constraints? Does your company have manufacturing capabilities in the US?

We are open to all information you can and care to provide at this point. Please provide responses to BSA no later than 5:00PM EST, June 4, 2026.
