The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is seeking SeaPort-NxG MAC holders to provide engineering, technical, and programmatic services for its Machinery Research and Silencing Division (Code 32). - Government Buyer: - Department of the Navy, Naval Surface Warfare Center Philadelphia Division (NSWCPD), Machinery Research and Silencing Division (Code 32) - Scope of Services: - Research, development, test, and evaluation (RDT&E) for shipboard automation and controls, electric power systems, machinery technology, concept design, machinery silencing, energy conversion, additive manufacturing, digital transformation, and advanced machinery systems integration - In-service support for shipboard machinery and silencing - Software development, modeling and simulation, acoustic and fluid dynamics modeling, cyberphysical security, and testing - Data analytics and program life cycle support - Quality assurance and contract compliance monitoring - Key Requirements: - Total small business set-aside - 60-month period of performance (base year plus four option years) - 37,389 labor hours per year - Estimated annual travel/ODCs of $225,000–$238,000 - Compliance with CMMC Level 2 cybersecurity - Organizational conflict of interest mitigation - Detailed staffing and management plans - Handling of government-furnished property and classified information - Approximately 45 annual trips to various CONUS and OCONUS locations - No specific OEMs or vendors are named; the requirement is strictly for professional services - Eligible Offerors: Only SeaPort-NxG Multiple Award Contract holders

THIS REQUIREMENT IS BEING SOLICITED TO SEAPORT-NXG MAC HOLDERS ONLYThis requirement includes research, engineering, test, and program support services for the Machinery Research and Silencing Division of Code 32. The contractor shall provide engineering, programmatic, and technical services to support the RDTE of new and In-Service shipboard automation and controls, electric power, machinery technology, machinery concept design, machinery silencing technology, energy conversion, additive manufacturing, digital transformation, and advanced machinery systems integration. The deadline for receipt of questions is 10 days after issuance of the solicitation. Although every effort will be made, the Government makes no guarantee that questions received after the date above will be answered.
