The U.S. Army is seeking a contractor to provide comprehensive grounds maintenance services at Fort Stewart and Hunter Army Airfield (HAAF) in Georgia. - Government Buyer: - U.S. Army, Mission Installation Contracting Command (MICC) at Fort Stewart - U.S. Army Garrison Fort Stewart and Hunter Army Airfield - MICC-FT STEWART KO Directorate of Contracting - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or product brands are identified in the solicitation - Products/Services Requested: - Comprehensive grounds maintenance services across approximately 330,000 acres, including: - Mowing, trimming, edging, debris removal, and landscaping - Tree and shrub maintenance, tree replacement, and seed pod pruning - Maintenance of special areas such as Warriors Walk Memorial and cemeteries - Herbicide application (limited to parade and athletic fields by certified personnel) - Special event support (VIP visits, retreats, ribbon cuttings, open houses) - Phase-in and phase-out transition services - Quantities include: - 29,000 acres of improved areas (Fort Stewart) - 12,294 acres of improved areas (HAAF) - 3,066 acres of semi-improved areas (Fort Stewart) - 2,352 acres of semi-improved areas (HAAF) - 4,148 acres of unimproved areas (Fort Stewart) - 2,618 acres at Wright Army Airfield - 3,542 acres at HAAF Airfield - 70 cemetery acres (Fort Stewart), 6 cemetery acres (HAAF) - 1,000 units mowing/trimming at Warriors Walk, 50 units maintenance, 2 units seed pod pruning, 5 tree replacements - Unique or Notable Requirements: - Contractor must provide all labor, equipment, materials, supervision, and transportation - Compliance with federal and state laws, security training, and environmental standards is required - Adherence to ANSI/ANLA Z60.1 and TCIA standards for tree work - Monthly reporting for herbicide use and spill notification - Set aside for small business concerns under NAICS 561730 (Landscaping, Lawn Maintenance) - High-quality maintenance required for memorial and ceremonial areas - Period of Performance: - Two-month phase-in period, followed by a base year and four one-year option periods - Potential six-month phase-out extension - Place of Performance: - All work performed at Fort Stewart and Hunter Army Airfield, Georgia, including specific sites such as Warriors Walk, Wright Army Airfield, and cemeteries

Description

(i)This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number W9124M-26-R-A007 is issued as a RFP for Grounds Maintenance for Fort Stewart and Hunter Army Airfield, GA.

This acquisition is set-aside for 100% small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii) See Solicitation SF 1449 for a list of line-item number(s) and items, quantities, and units of measure.

(iii) This is a non-personal services contract to provide grounds maintenance services for the U.S. Army Garrison Fort Stewart (FS) and Hunter Army Airfield (HAAF), Georgia. The Contractor shall inspect, service, maintain, and landscape grounds. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to perform all grounds maintenance service tasks and frequencies as described and defined in this Performance Work Statement (PWS).

(iv) Period of Performance: The base period of performance will be from 01 November 2026 to 31 August 2027. This includes a 2-month phase-in period from 01 September 2026 to 31 October 2026, followed by four (4) one-year option periods beginning each 01 September thereafter.

Place of Performance: Fort Stewart (FS) and Hunter Army Airfield (HAAF), Georgia.

(v) The following Federal Acquisition Regulation (FAR) provisions are required and apply to this acquisition IAW FAR 12.205(a) (DFARS CD 2026-O0028).

(vi) The following Federal Acquisition Regulation (FAR) clauses are required and apply to this acquisition IAW FAR 12.205(b) (DFARS CD 2026-O0028).
