The U.S. Department of Defense, through USTRANSCOM and the U.S. Army Transportation Command (ARTRANS), is seeking contractors to provide comprehensive Stevedoring and Related Terminal Services (S&RTS) for U.S. Government cargo at the Ports of Beaumont, Corpus Christi, and Port Arthur, Texas. - Government Buyer: - U.S. Transportation Command (USTRANSCOM), Contracting Office (TCAQ-R) - U.S. Army Transportation Command (ARTRANS), 842nd Transportation Battalion (Single Port Manager) - Services Requested: - Stevedoring and longshoring: loading/unloading vessels, trucks, and railcars - Cargo management, tallying, inspection, and documentation (including RFID tagging) - Vehicle operation, hazardous material handling and certification (including ammunition and explosives) - Security services, access control, and traffic management - Emergency response, environmental compliance, and pest management - Carpentry for cargo bracing, fueling/defueling, and wash/rinsing services for vehicles - 24/7/365 operational readiness, including contingency response within 24 hours - Products/Equipment Required: - Mobile cranes (up to 250-ton capacity) with operators - Utility Terrain Vehicles (UTVs) for on-site transport - Portable latrines, hand washing stations, and trash/refuse disposal - Contact Maintenance Team (CMT) vehicles and equipment (jump trucks, air compressors, battery chargers, mechanic tools) - Unique/Notable Requirements: - Contractor must provide all labor, equipment, and supplies - Compliance with safety, security, environmental, and reporting standards as detailed in the Performance Work Statement (PWS) - Operations managed by the 842nd Transportation Battalion, with detailed quality assurance and performance standards - Services must support a wide range of cargo types, including hazardous and oversized items - No specific OEMs or commercial vendors are named; the focus is on service provision and contractor-furnished equipment.
Description
Provide Stevedoring and Related Terminal Services (S&RTS) handling the import and export of designated USG cargo through the Ports of Beaumont, Corpus Christi, and Port Arthur Texas. The contractor shall complete all tasks as outlined in the PWS. The contractor is required to perform all requirements for this contract for which the USG will compensate the contractor at the applicable commodity rate, per the designated Schedule of Rates (SOR).
