The U.S. Coast Guard Aviation Logistics Center (ALC) in Elizabeth City, North Carolina, is soliciting quotations for the overhaul of oxygen regulators used on HC-130J and HC-130H aircraft. - Government Buyer: - U.S. Coast Guard, Aviation Logistics Center (ALC), Long Range Surveillance Product Line Division (LRS) - Products/Services Requested: - Overhaul of oxygen regulators (NSN 1660-01-407-8856, Part Number 29270-10A-B2) - Initial quantity: 8 units for overhaul - Additional service for units deemed beyond economic repair or no fault found (quantity to be determined) - Overhaul services must restore components to Ready for Issue (RFI) condition per OEM manuals and FAA standards - Services include repair, replacement of parts, corrosion removal, calibration, and certification - Unique/Notable Requirements: - Contractors must be FAA, OEM, or DoD certified overhaul facilities - Work must comply with all applicable technical directives and standards - Firm-fixed pricing for overhaul, with separate pricing for service bulletins and unusual damage repairs - No technical drawings or schematics are provided by the government - Delivery is dock-to-dock; no customs or import fees reimbursed - Supports critical USCG missions such as search and rescue and law enforcement - OEMs and Vendors: - No specific OEMs or vendors are named, but the part number (29270-10A-B2) may correspond to a known manufacturer of aviation oxygen regulators - Place of Performance: - Primary: USCG Aviation Logistics Center, 1664 Weeksville Road, Elizabeth City, NC 27909 - Overhaul work to be performed at contractor's FAA/OEM/DoD certified facilities or other USCG-approved locations

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.201, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03826QH0000076 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). 

The applicable North American Industry Classification Standard Code is 336413.  The small business size standard is 1,250. This is an unrestricted requirement.   All responsible sources may submit a quotation which shall be considered by the agency.  

It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the items found on Attachment 3 – SCHEDULE - 70Z03826QH0000076. Concerns having the expertise and required capabilities to provide these items are invited to submit offers in accordance with the requirements stipulated in this solicitation.  All responsible sources may submit a quotation which shall be considered by the agency.
