The Coachella Valley Water District (CVWD) is seeking qualified firms to support the planning, execution, and evaluation of a comprehensive Emergency Response Field Exercise. - Buyer: Coachella Valley Water District (CVWD), Finance Department - Procurement Division - No specific Original Equipment Manufacturers (OEMs) or named vendors are required or referenced - Services requested: - Full lifecycle support for an Emergency Response Field Exercise simulating a hazardous material release - Tasks include: - Program management (workplan, schedule, kickoff, meeting facilitation) - Review of existing emergency response documentation - Exercise design and development (scenario creation, planning meetings, exercise documentation) - Onsite exercise facilitation (lead director, controllers, support staff, materials, hotwash session) - Exercise evaluation (evaluation guides, after action reporting, improvement planning) - Exercise must comply with FEMA's Homeland Security Exercise and Evaluation Program (HSEEP) standards and all relevant federal, state, and local regulations - Minimum requirements: - At least five years in business and five years of relevant experience - Demonstrated financial stability - Ability to execute a Services Agreement and provide insurance documentation within fifteen business days of award - Notable requirements: - Involvement of CVWD staff and local emergency agencies - Deliverables include planning documents, scenario materials, evaluation guides, and after action reports - Compliance with all applicable codes and standards - Place of performance includes multiple CVWD offices in Palm Desert and Coachella, California

Coachella Valley Water District (CVWD) is requesting proposals from qualified firms to assist with planning, executing, and evaluating an Emergency Response Field Exercise to comply with a regulatory requirement. The project duration is approximately 6 months, starting in July 2026, with a Notice to Proceed expected by August 10, 2026. The solicitation includes a pre-bid meeting on May 6, 2026, and a bid due date of May 28, 2026. The successful firm must execute a Services Agreement and provide required insurance documents within fifteen business days after the Notice of Award.
