Description

The Environmental Protection Agency (EPA) is proposing to approve Virginia's Coal Combustion Residuals (CCR) partial permit program under the Resource Conservation and Recovery Act (RCRA). The Virginia Department of Environmental Quality (VADEQ) submitted the CCR permit program application, and EPA preliminarily determined that the program meets the standard for approval under RCRA. If approved, Virginia's CCR permit program will operate in lieu of the Federal CCR program, except for specific provisions noted.
