University of Minnesota Twin Cities Campus Fire Alarm Systems Inspection, Testing, and Maintenance

The University of Minnesota Twin Cities Campus is seeking qualified vendors for comprehensive inspection, testing, maintenance, and emergency servicing of fire alarm systems across more than 200 campus buildings. - Scope of Work - Inspection, testing, and maintenance of fire alarm systems and components in all campus buildings, grouped by district (Saint Paul, West Bank, East Bank, HRA, Health Science) - Services include scheduled and 24/7 emergency response, repair, and replacement of fire alarm system components - Testing and maintenance must comply with NFPA 72, NFPA 92, NFPA 13, and NFPA 25 standards - Special services required for stair pressurization and smoke evacuation (NFPA 92) - Main Drain and OS&Y valve inspections included - Loaded labor rates required for multiple trades and emergency response - Technical and Personnel Requirements - Technicians must hold NICET Level II Fire Alarm certification and factory training for all service work - Factory training/certification required for service and repair - Subcontracting allowed with University approval - Audible/visual device testing restricted to overnight hours (10pm–7am) - Record-Keeping and Reporting - Detailed records, inventory management, and reporting required (electronic and paper formats) - Monthly and quarterly reporting, inventory change lists, and updated drawings as requested - Pricing Structure - Fixed unit pricing for Years 1–3; capped annual increases (max 1.5%) for optional Years 4–5 - Pricing must be submitted for all buildings/teams within each district; no partial bids - Notable OEMs - Johnson Controls, Inc. - Siemens Industry, Inc. - Prevailing wage requirements apply - Place of Performance - All work performed at University of Minnesota Twin Cities Campus buildings in Minneapolis and Saint Paul, with specific addresses provided for each building

Description

The University of Minnesota Facilities Management is soliciting proposals for the inspection, testing, and servicing/maintenance of fire alarm systems installed in buildings on the Twin Cities Campus. The contract includes servicing all existing fire alarm systems and components as described in the RFP. The work involves coordination with designated Team Managers for each district, adherence to NFPA standards, and maintaining detailed records of all inspection and testing activities. Contractors must be qualified with NICET Level II certification and factory training for service work, and be available for 24/7 emergency response.
