The U.S. Army, through the 413th Contracting Support Brigade at Fort Shafter, Hawaii, is seeking contractors to provide comprehensive Base Life Support (BLS) services for exercise Keris Strike 2026 in Malaysia. - Government Buyer - Department of Defense, Department of the Army, 413th Contracting Support Brigade (CSB), Fort Shafter, Hawaii - OEMs and Vendors - No specific OEMs or commercial vendors are named in the solicitation or attachments - Products and Services Requested - Transportation: Leased 12-passenger vans with drivers (3 total, with specific date ranges) - Base Life Support Equipment: Portable latrines (6 total, including option CLINs), handwash stations (3 total), showers (with/without hot water), power generation (generators), lighting (light sets, indoor lighting), refrigeration (reefers), ice and coolers (4 deliveries), air conditioning units, fans (3 total), furniture (chairs, tables, heavy duty tables, sleeping cots), tents (3 total, including option CLINs), dumpsters (4 total, including option CLINs), trash cans, sandbags, gray water tanks, laundry services - Material Handling Equipment (MHE): Forklifts, cranes, boom trucks with operators - Equipment Rental: Pressure washers, water trucks, excavators, dump trucks, rollers, cranes, backhoe loaders, skidsteers, generators - Interpreter/Translator Services: Basic and specialized interpreters fluent in Malay and English - Aggregate: Rock, cement, sand, concrete pipes - Defense Base Act Insurance (cost estimate) - Unique or Notable Requirements - Strict compliance with U.S., Malaysian, and local laws, safety, environmental, and electrical standards - Equipment must be emplaced and ready by 1200 on the first day and removed by 1600 the day after the period ends - Services generally required 24/7; emergency response within 4 hours, repairs within 24 hours - Operators may work 12-hour shifts, including night operations - Offerors must follow submission instructions and complete only highlighted portions of the order form - Places of Performance and Delivery - Kota Kinabalu and Kota Belud, Sabah, Malaysia - Multiple federal facilities/sites: LSA, BAS, Site Whiskey, Z6, LTTI, JPMRC, Keris Strike 2026 exercise area - Contracting office: Fort Shafter, Hawaii

The Period of Performance is 18 May - 14 June 2026

This solicitation will close at 1300 (HST) on 4 MAY 2026 any quotes submitted after this date will not be considered by the Contracting Office.
