The Department of the Air Force is seeking expert advisory and hands-on support services to prepare its Central Nonappropriated Funds (NAFs) for annual independent audits. - Government Buyer: - Department of the Air Force, Air Education and Training Command - Air Force Services Center (AFSVC), Joint Base San Antonio (JBSA) Lackland - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to qualified firms with financial management and audit expertise - Services Requested: - Audit readiness support for 10 Air Force Central NAFs (including Financial Management Fund, Insurance Fund, Lodging Fund, etc.) - Project management, financial reconciliation, backlog remediation, internal control assessment and design, SOP development, staff training, proficiency validation, and final reporting - Deliverables include: Project Management Plan, monthly progress reports, biweekly review sessions, reconciliation templates, internal control documentation, SOP manuals, training materials, and audit readiness reports - Unique/Notable Requirements: - Contractor must provide qualified personnel with financial management and audit expertise - Emphasis on knowledge transfer and quality assurance to ensure government staff proficiency - Internal control framework must comply with COSO and GAGAS standards - All reconciliation templates and SOPs become government property - Services are advisory and preparatory; contractor does not perform the audit itself - Place of Performance and Delivery Locations: - Air Force Services Center (AFSVC), 3515 S. Mission Overview 

The Air Force is seeking expert services from a qualified firm to support the Air Force Central Nonappropriated Funds (NAFs) for their annual independent audits.

The primary objective of this engagement is to provide expert guidance and hands-on support to ensure the NAF financial statements are “audit ready.” These services are preparatory and advisory in nature; they do not constitute the performance of the audit itself, nor do they replace the professional judgment of the eventual independent auditor.

Review of Draft Statement of Objectives (SOO) 

Attached to this posting is a Draft Statement of Objectives (SOO). This document is explicitly marked as a Draft and is subject to change. The Government is providing this draft to solicit industry feedback to improve the final solicitation requirements package.

Required Response Information 

Interested sources are requested to provide the following information in their response to ensure a standardized evaluation of the market:

Company Identity:   Full Vendor Name and the specific NAICS code(s) assigned to your company.

Contract Vehicles:   Identify if you hold a GSA schedule or any other existing government contract vehicle(s) for these services.

Labor Categorization: Provide the Department of Labor (DOL) Bureau of Labor Statistics (BLS) Standard Occupational Classification (SOC) codes for each labor category you would utilize.

Cost Estimates: Provide the estimated Labor Hour Cost associated with each SOC category identified.

SOO Feedback: Provide technical questions, comments, or recommendations to improve the Draft SOO.
