The Nevada Army National Guard is seeking a contractor to provide catered meal services for its Desert Forge FY26 Annual Training event in Reno, Nevada. - Government Buyer: - Nevada Army National Guard (NVARNG), U.S. Army - Offices: W7NM USPFO ACTIVITY NV ARNG; NVARNG Element, JFHQ, Carson City, NV - Products/Services Requested: - Catered meal services for Annual Training at the Harry Reid Training Center (Washoe County Armory), Reno, NV - 4,147 each of buffet-style breakfast, boxed lunch, and buffet-style dinner meals - Breakfast: 1,400–1,700 calories, multiple juice and fruit options, specific entrée and side dish standards - Lunch: 1,600–1,800 calories, two or more main entrées (including vegetarian and low-fat), side salad or fresh vegetables, fresh fruit, salty snack, dessert, standard beverages - Dinner: 1,800–2,000 calories, multiple main entrées (including vegetarian and low-fat), cooked vegetables, whole grain breads, standard beverages - Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for meal preparation and delivery - Unique or Notable Requirements: - Meals must be delivered ready to serve by designated times each day (breakfast by 6:00 a.m., lunch by 12:00 p.m., dinner by 6:00 p.m.) - Compliance with local food safety laws and regulations - Offerors must be in the primary business of catering or have agreements with such entities - Menu proposals required for each meal - Service includes all days of the training event, including federal holidays - Small business set-aside applies - OEMs and Vendors: - No specific OEMs or commercial vendors are named; open to qualified catering businesses

Description

1. The Nevada Army National Guard (NVARNG) US Property and Fiscal Office (USPFO) Purchasing and Contracting Division (P&C) on behalf of the NVARNG Joint Force Headquarters (JFHQ) is requesting catered meal service in support of their Annual Training in Reno, NV. Please read the "PWS DF FY26 Meal Support June 2026 - Reno" thoroughly for a complete understanding of JFHQ's requirements. 2. The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with the quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. NOTE Please review the SF1449 Solicitation document carefully and make note of the FAR clause 52.212-2 – Evaluation – Commercial Products and Commercial Services for full evaluation information. 3. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:      a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered.      b. Price - must be submitted on the attached SF1449.      c. Technical - The following must be provided with the priced quotation for technical evaluation purposes:           (1) Proposed menu for each meal provided.           (2) Reasonable assurance that the offeror is in the primary business of or has agreements with entities in the primary business of catering services. The offeror must provide the name and location of where the meals are prepared, and this location must comply with all local laws regarding safe food handling, preparation, etc.      d. Past Performance - the government may use past performance to determine awardee selection if necessary. Past  Performance is not required unless specifically requested by the contracting officer.      e. Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive. 4. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required. 5. Award will be made to the lowest priced offeror quotation that meets the instructions to offerors with a fair and reasonable price. 6. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date. 7. A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 8. Quotes must include: Menu for all meals, completed SF1449, and name of catering company if subcontracted.
