NASA Kennedy Space Center is seeking a contractor to conduct a feasibility study and develop a ground operations concept for a Payload Processing Facility (PPF) capable of handling spacecraft with nuclear material. - Government Buyer: - NASA Kennedy Space Center, Office of Procurement - OEMs and Vendors: - No specific OEMs named; ESA (European Space Agency) and AirBus referenced as international partners - Products/Services Requested: - Feasibility study for PPF operations supporting nuclear missions - Ground operations concept development for processing spacecraft with nuclear material - Technical Assistance Agreement (TAA) with an international partner (ESA/AirBus) - Evaluation of built or potential facilities, including proof of lease or ownership - Compliance with transport requirements for nuclear material from Idaho National Laboratory to KSC/Cape Canaveral Space Force Station - Deliverables include operational flow, safety documentation, construction schedules, pricing estimates, and risk mitigation plans - Unique/Notable Requirements: - Facility must meet DOE, Idaho National Laboratory, and NASA safety requirements for Hazard Category 3 nuclear material processing - Facility must be located at or near Kennedy Space Center or Cape Canaveral Space Force Station - Proof of facility ownership or lease agreement required - Compliance with nuclear transport protocols and hazard designation by January 1, 2028 - Monthly status teleconferences and detailed deliverables required during the period of performance - Place of Performance and Delivery Locations: - Kennedy Space Center, Cape Canaveral Space Force Station, NASA Shared Services Center (Stennis Space Center) - No products requested; only services are solicited

Description

This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80KSC026Q0004 for Feasibility Study for Payload Processing Facility (PPF) Operations for Nuclear Missions.

The provisions and clauses in the RFQ are those in effect through FAC 2026-01.

The NAICS Code and Size Standard are 541990 and $19.5 Million, respectively. The offeror shall state in their offer their size status for this acquisition.

All responsible sources may submit an offer which shall be considered by the agency.

Offerors shall provide the information required by FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, (NOV 2025) which is incorporated by reference.

Price will be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services, (NOV 2025). The Government will award a contract resulting from this solicitation to the offeror responsible, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and feasibility to meet Statement of Work. Offeror to provide:

Technical:

Proposed approach to meet Statement of Work. Proof of location of the proposed built/potential facility that will be capable to support a Kennedy Space Center (KSC) / Cape Canaveral Space Force Station (CCSFS) to transport nuclear material nuclear in accordance with Idaho National Laboratory to KSC/CCSFS by January 1, 2028. Provide a lease agreement or proof of ownership.

Item 2: TAA with an internation partner based on ESA/AirBus.

Prospective offerors are encouraged to notify this office of their intent to submit an offer. Responses to this combined synopsis/solicitation must be received via email no later than 12:00 PM ET on May 15, 2026.
