The USDA Forest Service, Lake Tahoe Basin Management Unit, is seeking contractors for the Grand Cut-To-Length Stewardship IRSC to perform comprehensive forest management and logging services on National Forest System lands near South Lake Tahoe, California. - Government Buyer: - USDA Forest Service, Lake Tahoe Basin Management Unit - USDA-FS Stewardship Contracting Branch - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named; opportunity is open to current R5 Pacific Southwest Stewardship BPA holders - Products/Services Requested: - Cut-to-length logging and removal of sawtimber (approx. 2,010 tons) - Mechanical thinning of small trees (82 acres) - Fuels treatment, including mastication and slash removal (82 acres) - Biomass and cull log removal (approx. 742 tons) - Additional biomass removal (approx. 650 tons) and nonsaw/cull logs (92 tons) - Temporary road construction and decommissioning (up to 0.5 miles) - Road maintenance and erosion control (1 mile) - Specialized road maintenance tasks: slide/slump repair, ditch cleaning, surface blading, surfacing repair, drainage structure maintenance, dust abatement, vegetation cutting, waterbar and barrier installation/removal, drainage excavation - Unique or Notable Requirements: - Work area covers approximately 105 acres across the western and southern shores of Lake Tahoe - Strict environmental protection, water quality, and riparian vegetation safeguards - Compliance with detailed technical specifications for timber utilization, scaling, and product identification - Local hiring preferences and annual operating schedule required - Operations restricted during certain holidays and heavy recreation periods - Only small businesses with current R5 Pacific Southwest Stewardship BPAs are eligible - Quantities and Key Line Items: - 82 acres of timber removal, thinning, and fuels treatment - 742 tons of biomass/cull logs removal - 2,010 tons of sawtimber, 650 tons of biomass, 92 tons of cull logs - 0.5 miles of temporary road construction/decommissioning, 1 mile of road maintenance

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  Using this format, no separate presolicitation is required and this announcement constitutes the only solicitation. 

Solicitation number 12363N26Q4043 is issued as a Request for Quotation (RFQ) for Grand Cut-to-Length Stewardship IRSC (Integrated Resource Service Contract).  Award shall be made under the R5 Pacific Southwest Stewardship BPA.  Only current BPA holders will be eligible to submit quotes.  An open-continuous RFQ is posted on sam.gov for the R5 Pacific Southwest Stewardship BPA.  Vendors interested in being awarded a BPA should respond to RFQ Number: 12363N22Q4055. 

Across 82 acres, using Cut-to-Length logging systems that operate on a bed of slash, included sawtimber shall be cut, processed, forwarded to landings and hauled off-Forest.  In one unit, high stumps shall be treated.  Small trees shall be thinned and standing dead shall be cut and all material removed to landings.  Small fuels and existing dead and down material shall be treated by mastication and/or removed to landings.  Biomass and cull logs shall be hauled off-Forest.  To facilitate product removal, temporary roads shall be installed and decommissioned following use and road maintenance shall be performed. 

This service acquisition  is a total small business set-aside.  The set-aside relates to the business status of the contractors submitting quotes and does not limit where the wood products may be sold. The applicable North American Industry Classification Standard Code is 113310 Logging.  The small business size standard is 500 employees.  All responsible sources that have been awarded R5 Pacific Southwest Stewardship Blanket Purchase Agreements for work on the Lake Tahoe Basin Management Units may submit a quotation which will be considered by the agency.
