NAVSUP Fleet Logistics Center Norfolk, on behalf of the U.S. Navy's Operational Test and Evaluation Force (OPTEVFOR), is seeking contractor support for advanced Test & Evaluation services. - Government Buyer: - Department of the Navy, NAVSUP Fleet Logistics Center Norfolk, and OPTEVFOR Test Design Division (01B) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for professional services, not product procurement - Services Requested: - Statistical analysis support for up to six parallel programs - Mission-Based Test Design (MBTD) facilitation and training, including a multi-day course for 15-20 personnel - Modeling & Simulation (M&S) Verification, Validation, and Accreditation (VV&A) support for up to four programs - Accelerator team support for test design, MBTD, M&S, and program management for up to three programs - General support services including staffing, performance, and management as detailed in the Performance Work Statement (PWS) - Unique or Notable Requirements: - Contractor must possess a Top-Secret Facility Clearance - Security clearances up to TOP SECRET required for personnel - Support includes facilitation, training, analysis, and program management reporting - Services span a base year with up to four or five option years - Evaluation criteria prioritize technical approach, past performance, and facilities clearance over price - Place of Performance: - Primary: OPTEVFOR, 7970 Diven Street, Norfolk, VA 23505-1498 - Additional travel may be required to Patuxent River, MD; Washington DC Area; Port Hueneme, CA; and China Lake, CA
