The Department of Justice's Executive Office for Immigration Review (EOIR) is seeking information from legal service providers for the National Qualified Representative Program (NQRP), which delivers legal representation and related support to individuals in immigration proceedings who have been found mentally incompetent to represent themselves. - Government Buyer: - U.S. Department of Justice (DOJ), Executive Office for Immigration Review (EOIR), Office of Policy, Public Resources and Communications Division - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named; the requirement is for legal service providers - Products/Services Requested: - Legal representation in immigration removal, bond, asylum, appellate, motions, and post-conviction relief proceedings for mentally incompetent individuals - Related services: release planning, expert witnesses, interpretation and translation, medical and social services facilitation, housing and transportation coordination, family and community communication - Program operation plans, transition-in and transition-out plans to ensure seamless service delivery - Training for Qualified Representatives - Monthly reporting and data access for program management - Quantities and Caseload: - Estimated caseload: 500 Franco NQRP and 100-200 Nationwide Policy NQRP cases carried over, plus 300-400 new cases annually - Unique or Notable Requirements: - Nationwide coverage, including DHS detention facilities and EOIR immigration courts - Qualified Representatives must be licensed attorneys, supervised law students, or DOJ Accredited Representatives - No breaks in representation; continuous service required - Comprehensive transition plans at contract start and end - Timely communication and monthly reporting to the agency - Training and supervision of representatives - Ad hoc data reporting capabilities

REQUEST FOR INFORMATION - National Qualified Representative Program (NQRP)
The purpose of this RFI is to conduct market research to identify commercial capabilities that could support a future acquisition for Legal Services, referred to as NQRP.
The U.S. Department of Justice, Executive Office for Immigration Review (EOIR) is required to provide legal representation and other related services nationwide to individuals in covered immigration proceedings who have been found mentally incompetent to represent themselves. The Statement of Objectives (SOO) attached below describes the outputs expected to be achieved in order to ensure agency compliance with the requirements set forth below.
