The Norfolk Naval Shipyard (NNSY), part of the Department of the Navy and NAVSEA, is seeking vendors for comprehensive job fair advertising services to support its 2026 Career Fair campaign. - Government Buyer: - Department of the Navy, Norfolk Naval Shipyard, Service Contract Division (C410) - Products/Services Requested: - Job fair advertising services for the NNSY July, September, and November 2026 Career Fairs - Production and airing of :30 generic hiring commercials - Platforms: cable TV, radio, social media (Facebook, Instagram), and streaming (Spotify, iHeart Radio) - Geo-targeted digital ads for Hampton Roads, Central Virginia, and the Outer Banks, NC - Use of Cameo.com for ad creation - Monthly social media ad delivery with two full weeks of coverage per campaign period - Metrics reporting on campaign performance - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation - Unique or Notable Requirements: - Vendors must demonstrate capability to perform 100% of the required services - Registration in the System for Award Management (SAM) is mandatory - Vendors must self-certify eligibility for federal contracts - NAICS code: 541810 (Advertising Services); PSC: R701 - Emphasis on targeting skilled maritime trades and engineering candidates - Campaign covers three separate career fair events with coordinated advertising periods

THIS IS A SOURCES SOUGHT. THIS IS NOT A REQUEST FOR PROPOSAL.

This announcement constitutes a Sources Sought (SS) for information and planning purposes. The Service Contract Division, C410, Norfolk, Norfolk Naval Shipyard (NNSY), Portsmouth, VA, 23709-5000 intends to issue a competitive contract and will utilize procedures for advertising as outlined in the attached Statement of Work (SOW). This is not a solicitation announcement for proposals, and a contract will not be awarded from of this announcement. This notice is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The Government will not return any information submitted, nor will the Government compensate any company who responds to this Notice The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive, and/or a total Small Business Set-Aside. The anticipated North American Industry Classification System (NAICS) code is 541810 and Product or Service Code (PSC) is R701.

Interested vendors are required to provide the following:

Company name, address, telephone number, CAGE code, DUNS number, point of contact (name, phone# and e-mail). If your company is a small business, please identify the socioeconomic status. Explanation of the company's ability to perform 100% of the efforts required. This statement shall not reiterate or duplicate the language set forth in this notice or language from the attached DRAFT SOW. Your CAPABILITIES STATEMENT shall demonstrate your company’s ability to perform these critical tasks in their entirety. Provide a Rough Order of Magnitude.

By submitting information, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Furthermore, prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment.
