THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. SHOULD THE GOVERNMENT SOLICIT QUOTES FOR THIS REQUIREMENT, IT WILL BE POSTED AS A SEPARATE NOTICE.

The Alpena Combat Readiness Training Center (CRTC) of the Michigan Air National Guard is seeking information on capable and interested sources to provide a turnkey solution to replace existing Onity magnetic stripe locks with new Onity Trillium RFID locks, to include any operating components. 

The intent is to solicit the requirement supported by a brand name justification based on the following:

Onity brand locks are required to maintain continuity throughout the Onity Lock System currently utilized by Alpena CRTC. No other company offers locks that will fit the present Onity Lock mounting template on existing doors other than Onity. Replacement Onity locks are the only lock that will accommodate lock holes in present metal and wood doors. Other locks would require door replacement and custom drilling by any other vendor, which would significantly increase, and possibly duplicate cost to the government. Alternatively, mounting bracket adapters may be available for additional costs to the government, and may decrease security capabilities of the doors. 

Should an alternative solution meet the government's requirements, it may be considered.

Description of Requirement: A DRAFT version of the Description of Requirement (DoR) is included in this notice, which may be subject to change based on market research and requirement development. Should the government solicit quotes for this requirement, a FINAL DoR will be posted with the solicitation.

The Alpena CRTC requires a complete turnkey solution to supply and install a new Onity Trillium RFID lock system across approximately 103 facilities. The current system is obsolete. The new system must be a direct replacement and be compatible with the existing door preparations (mortise and cylindrical cuts) to avoid the need for door replacement.

The requirement includes, but is not limited to:

Approximately 1,100 Onity Trillium RFID locks (left and right mortise, cylindrical) Panic push bar assemblies RFID wall readers, power supplies, and controllers 10,000 dual-tech RFID-HICO key cards Two (2) OnPortal front desk encoding systems (computers, software, encoders) Four (4) portable programming tablets Complete installation of all hardware System user training and maintenance certification training A minimum two-year warranty on all parts and labor

Submission Requirements: Interested parties are requested to submit a capability statement that demonstrates their ability to provide the specified Onity brand products and services. The capability statement should include:

Company name, address, point of contact, phone number, and email address. Company CAGE code and Unique Entity ID (UEI). Business size and any socioeconomic status (e.g., Small Business, 8(a), Woman-Owned, etc.). A statement confirming the ability to provide all the items and services listed in the description of the requirement. Evidence of being an authorized Onity dealer or reseller. Past performance information on similar projects (supplying and installing Onity lock systems) for government or commercial clients.
