The Virginia Information Technologies Agency (VITA), representing the Commonwealth of Virginia, is seeking a Software Value-Added Reseller (VAR) to provide a broad range of software solutions and related services to all Virginia public bodies. - Government Buyer: - Virginia Information Technologies Agency (VITA), Commonwealth of Virginia - OEMs and Vendors: - ThunderCat Technology, LLC (designated VAR and small, service-disabled veteran-owned business) - OEMs not specified; ThunderCat will resell software from multiple publishers - Products/Services Requested: - Licenses for application software products, including: - Commercial off-the-shelf (COTS) and modified off-the-shelf (MOTS) software - Development platforms (low-code, no-code) - Software-as-a-Service (SaaS) - Cloud-based and on-premise software solutions - Value-added services: - Licensing advisory, license management, utilization and cost management - Technical and quality account management - Service level accountability and support for governance/security protocols - Professional services (when sold with software): - Installation, implementation, integration, configuration, and training - Managed cybersecurity services (when sold with subscription software): - Threat detection, alert monitoring, vulnerability assessments, patch management, firewall management, intrusion detection/prevention, incident response - Unique/Notable Requirements: - Services must be sold in conjunction with software licenses or subscriptions - Excludes hardware, custom-built solutions, telecommunications software, and standalone hosting/managed services - Compliance with Commonwealth IT policies and service level agreements - Transparent quoting and ordering process - Contract available to all Virginia public bodies, including state agencies, local governments, and private higher education institutions - Not eligible for E-Rate/ECF funding

Description

This contract engages ThunderCat Technology LLC as a Software Value-Added Reseller (VAR) to provide licenses for application software products tailored for specific business functions, including development platforms (Low-Code, No-Code), Software-as-a-Service (SaaS), cloud-based or on-premise delivery. The contract allows use by all public bodies including VITA and private institutions of higher education listed at cicv.org. The contract includes 7 one-year renewal options and ends on March 15, 2028. Authorized users are instructed to request quotes directly from the contract supplier contacts, with eVA punch-out functionality under development.
