Request for Information (RFI):

This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to obtain knowledge and information for project planning purposes.

This Request for Information (RFI) is to conduct market research for the requirements of the Tribal Home Visiting Planning, Analysis, and Communication Project (THV PLACE).

Background:

The mission of the Administration for Children and Families (ACF) is to promote the economic and social well-being of children, families, and communities through federal leadership and the delivery of human services.  The Office of Planning, Research, and Evaluation (OPRE) supports this by leading rigorous research, evaluation, and data-driven activities to improve the effectiveness of ACF programs and inform national policy.

The Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program provides evidence-based services to improve maternal/child health and family well-being. The program supports states, jurisdictions, and tribal entities, focusing on providing culturally relevant services and expanding the evidence base within American Indian/Alaska Native (AI/AN) communities. Beyond direct tribal grants, many states and territories also partner with or fund tribal organizations to serve Native families, creating a complex ecosystem of early childhood support.

The four goals of MIECHV are:

Provide high quality, culturally relevant, and evidence-based home visiting services in AI/AN communities. Support the development of happy, healthy, and successful AI/AN children and families through those home visiting programs. Expand the evidence base around home visiting programs in AI/AN communities. Strengthen coordination among various programs that serve AI/AN children and families, to create more comprehensive early childhood support systems.

Purpose of this RFI:

The purpose of this RFI is to solicit input regarding industry capability as it relates to the intended scope of the project. The Administration for Children and Families’  Tribal Maternal, Infant, and Early Childhood Home Visiting (MIECHV) project entails:

Implementing quick turnaround studies on emerging topics of interest to ACF; Conducting focused literature reviews and environmental scans on priority topics; Synthesizing and translating research findings for practical application and use; Supporting the development and maintenance of Tribal early childhood learning agendas; and Supporting research-practice partnerships to address research questions of interest to home visiting programs in Native communities.

Information Sought:

ACF/ Office of Planning, Research, and Evaluation (OPRE) intends to seek input regarding industry capabilities and experience related to MIECHV Tribal Home Visiting Planning, Analysis, and Communication.

Responses shall be submitted via email to the Contract Specialist identified in this notice and shall be submitted no later than the specified due date in this notice.
