Sole Source LBIR Facility Services and Calibration Support for Missile Defense

This opportunity involves a sole source contract for specialized Low Background Infrared (LBIR) Facility Services supporting the Missile Defense Agency (MDA) and the Air Force Metrology and Calibration Program (AFMETCAL): - Government Buyer: - Department of the Air Force, AFLCMC/ROM, Air Force Metrology and Calibration (AFMETCAL) Division - Missile Defense Agency (MDA), Department of Defense, with work at the National Institute of Standards and Technology (NIST) - OEMs and Vendors: - Jung Research and Development Corp. (JRAD) is the sole source vendor - Linde Inc. (for refrigeration system components) - Products/Services Requested: - Comprehensive operation, maintenance, research, and engineering support for the LBIR calibration facility - Routine operation and maintenance of cryogenic transfer radiometers (MDXR, UXR), collimators (10CC, 30CC), broadband and spectral calibration chambers (BCC, SCC) - Calibration support services for cryogenic test chambers, infrared sources, and detection systems - Metrology infrastructure modernization, including upgrades and development of advanced measurement standards - Operations and maintenance of Linde Inc. RS & RSX compressors and 1620 cold boxes - Maintenance of vacuum, electrical, cryogenic, and pumping systems - Unique/Notable Requirements: - Contractor must have deep expertise in cryogenic infrared instrumentation and calibration - On-site and off-site calibration required at multiple federal facilities (including RTX, JHU-APL, AEDC, NGI) - Support for MDA’s Kill Vehicle sensor-seeker and Standard Missile-3 systems - Institutional knowledge and ongoing development projects (e.g., User Transfer Radiometer) are critical - All services must ensure traceability to SI units and reduce calibration uncertainty - Place of Performance: - Primary: NIST LBIR Facility, 100 Bureau Drive, Building 221, Gaithersburg, MD - Additional off-site calibration at RTX (Tucson, AZ), JHU-APL (Laurel, MD), AEDC (Tullahoma, TN), NGI (Huntsville, AL) - Period of Performance: - Base year plus three option periods (one-year, three-month, and six-month options), with potential extension if all options exercised

Description

AFMETCAL at Heath OH intends to solicit and award a Sole Source Cost Plus Fixed Fee contract under FAR Part 15 Procedures for the purchase of Low Background Infrared Facility Services to Jung Research and Development Corp. (Cage 3JES1). Jung Research and Development Corp was the only company identified as capable of meeting this requirement without substantial duplication of cost that could not be expected to be recovered through competition. Further, there would be unacceptable delays in fulfilling its requirements to the MDA and its mission if another contractor other than JRAD was used. The Government envisions a Cost Plus Fixed Fee services contract with a basic year and 3 option CLINs (one-year base period, one-year option, one three month option, and one six-month option (FAR52.217-8)) and could extend through 31 March 2026 (if all options are exercised). There is no guarantee that an option will be exercised. The requirement is in accordance with the Statement of Work which is available for download at this site.

A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required items and services within fifteen (15) days of this publication.
