This summary covers recent federal actions involving the Transportation Security Administration (TSA), Department of Housing and Urban Development (HUD), Department of Agriculture (USDA), and Bureau of Land Management (BLM):
TSA Reimbursable Screening Services Program (RSSP) Pilot Extension
- TSA is extending its RSSP pilot, allowing public and private entities to request TSA security screening services outside of primary passenger airport terminals.
- The program is open to entities regulated by TSA, including those operating in non-traditional or remote airport locations.
- No specific OEMs or vendors are named; the service is provided directly by TSA.
- The service requested is security screening, not a product procurement.
HUD and USDA Energy Efficiency Standards Rescission
- HUD and USDA have rescinded previously adopted energy efficiency standards for new construction of agency-financed housing.
- The rescinded standards referenced the International Energy Conservation Code (IECC) and ASHRAE 90.1.
- No products, services, or OEMs are being solicited as part of this action.
BLM Land Sale Proposal
- BLM proposes a direct sale of 157.31 acres in Emery County, Utah, to Ferron City for municipal golf course management.
- The minimum appraised value for the land is $173,000.
- No products, services, or OEMs are involved in this transaction.
Notable Requirements: - TSA's RSSP pilot is unique in offering federal security screening outside standard airport terminals, supporting flexibility for regulated entities. - No procurement of equipment or technology is involved in these actions; the focus is on federal services and regulatory changes.
Description
This notice announces the immediate rescission of the Final Determination regarding the adoption of energy efficiency standards for new construction of housing financed by HUD and USDA. The Final Determination, originally published on April 26, 2024, and subsequent extension notices are rescinded effective May 1, 2026. The rescission is due to concerns that the standards negatively affect housing affordability and availability, and the Final Determination has been judicially vacated. The Departments will revert to the energy efficiency standards that were in effect prior to the Final Determination.
