The USDA Agricultural Research Service (ARS), Northeast Area (NEA), is seeking to procure Qiagen Ingenuity Pathway Analysis (IPA) Limited Concurrent License (LCL) software licenses and support for its research facilities in Beltsville, Maryland. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Northeast Area (NEA) - Offices involved include ARS Acquisition and Property Division, Administrative and Financial Services (AFM), Information Technology Services Division (ITSD), and Contracting Operation Branch - OEM and Vendor: - Qiagen, LLC is the sole source and only OEM specified for the IPA software - Products/Services Requested: - Qiagen Ingenuity Pathway Analysis (IPA) Limited Concurrent License (LCL) software licenses - 1 base year license (part number 836507) - 4 option year licenses (one per year, up to 5 years total) - 5 total subscriptions/licenses with updates, new versions, and 24x7 technical support - Technical support for IPA subscriptions (24x7 via virtual meeting, email, or phone) - Unique or Notable Requirements: - Sole source justification due to proprietary features and exclusive Ingenuity Knowledge Base - Compliance with Section 508 accessibility and IPv6 standards - Electronic deliverables, pricing data, and accessibility conformance reports required - Software supports research by analyzing biological datasets and linking diseases/phenotypes to genes and compounds - Period of Performance: - One-year base period with four one-year option periods (up to five years total) - Place of Performance: - USDA ARS research and administrative facilities in Beltsville, Maryland, including Animal Biosciences & Biotechnology Laboratory and related research centers

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  The United States Department of Agricultural (USDA) - Agricultural Research Service (ARS), Northeast Area (NEA) intends to award on a sole source basis to Qiagen, LLC.

Solicitation number 1232SA26Q0528 is issued as a Request for Quotation (RFQ) for Qiagin Ingenuity Pathway Analysis (IPA), Limited Concurrent License (LCL) software licenses in accordance with the Statement of Work.

This acquisition  is not set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 513210 – Software Publishers  The small business size standard is $47M  This acquisition is an unrestricted requirement.   All responsible sources may submit a quotation which will be considered by the agency.
