VA/USACE Design-Build and Seismic Upgrade Project at White City SORCC (Oregon)

This opportunity involves major construction, seismic upgrades, and facility modernization at the Southern Oregon Rehabilitation Center and Clinics (SORCC) in White City, Oregon, led by the Department of Veterans Affairs (VA) in partnership with the U.S. Army Corps of Engineers (USACE): - Government Buyer: - Department of Veterans Affairs (VA), Office of Construction and Facilities Management Central Region - U.S. Army Corps of Engineers (USACE), Portland District - VA Southern Oregon Rehabilitation Center and Clinics (SORCC) - Scope of Work: - Design-build services for new construction and seismic upgrades of Buildings 300, 301, and 302 - Demolition of approximately 310,000 GSF of existing structures and corridors - Construction of three new buildings totaling over 340,000 GSF and three new parking lots (net increase of 85 spaces) - Seismic retrofit and renovation of select buildings (200, 201, 201A, 202, 219, 224) - Utility upgrades, environmental and cultural resource protection, and historic preservation - Comprehensive medical planning, clinical and administrative spaces, and specialized healthcare facility design - Products and Equipment: - Extensive list of medical, dental, and office equipment (e.g., vital signs monitors, dental operating lights, sterilizers, workstations, conference tables, lockers, hand sanitizer dispensers, and more) - Each item specified with part numbers and quantities (e.g., 30 two-person lockers, 20 folding tables, 4 multimedia projectors) - Services: - Partnering facilitation, preventative maintenance, extended construction warranty, asbestos removal, schedule incentives, and enhanced air filtration - Phased seismic retrofit, renovation, and construction services - Unique Requirements: - LEED Silver certification for sustainability - Detailed commissioning, quality control, safety, and environmental protection - Specialized roles (e.g., Site Safety and Health Officer, Fire Protection QC Specialist) - Adherence to VA Technical Information Library (TIL) guidelines and ongoing coordination with VA leadership - Extensive documentation, testing, and coordination with government agencies - Place of Performance: - White City Veterans Affairs Southern Oregon Rehabilitation Center and Clinics, 8495 Crater Lake Highway, White City, Oregon - No specific OEMs or manufacturers are named in the solicitation documents; equipment is specified by function and part number, allowing for multiple potential suppliers.

Naval Information Warfare Center Atlantic Ground Signals Intelligence Kit Static Support This opportunity is for SeaPort-NxG MAC HOLDERS ONLY and is a Service-Disabled Veteran-Owned Small Business (SDVOSB) SET-ASIDE. No other offers will be considered. SeaPort MAC holders will need to register for PIEE accounts in order to receive solicitations and submit proposals/offers.  Note: Attachment 2 Section C Performance Work Statement (PWS) included with this RFP includes Controlled Unclassified Information (CUI) and will not be made publicly available. In order to obtain access to the attachment, the Offeror shall download, complete, and submit a signed Non-Disclosure Agreement (NDA) (Attachment #13 NDA for CUI Attachment) for each individual requiring access to the non-public documents. To ensure a streamlined process, the Prime Offeror shall designate a single Point of Contact (POC) responsible for collecting all required Non-Disclosure Agreements (NDAs) from its team members and subcontractors. The POC will then submit the consolidated NDAs as a single, package to the contract Specialist, Shauna Tangemann, at shauna.m.tangemann.civ@us.navy.mil. The body of the submission email must clearly identify the solicitation number, full names of the individuals for whom NDAs are being submitted, specifying whether they are a team member or subcontractor. The deadline for receipt of all NDAs is 12:00 PM Eastern Daylight Time on 12 May 2026.
