The U.S. Navy, through NAVSUP Fleet Logistics Center Pearl Harbor and Commander, Navy Region Hawaii, is seeking small business contractors to provide tugboat services at Joint Base Pearl Harbor-Hickam, Oahu, Hawaii. - Government Buyer: - U.S. Navy, Commander, Navy Region Hawaii, Port Operations at Joint Base Pearl Harbor-Hickam - NAVSUP Fleet Logistics Center Pearl Harbor - Services Requested: - Tugboat services for four distinct performance periods - Harbor support and ship handling, including towing, mooring, berthing, docking, escorting, and emergency support for Navy ships, submarines, barges, and other crafts - Emergency response services (weather, fire, vessel failure, oil spill, search-and-rescue, national defense emergencies) - Transfer of pilots and government personnel - 24-hour readiness and emergency contact availability - Product/Service Specifications: - U.S. flagged tugboats - Minimum 4000 shaft horsepower - Maximum 110 ft length, 16 ft draft, 24 ft air draft - Tractor-like propulsion, 70,000 lbs bollard pull - Sufficient capstans/winches, lines, and required communication/navigation equipment per U.S. Coast Guard standards - Contractor personnel must be U.S. citizens with valid Coast Guard credentials - Unique/Notable Requirements: - Government provides berthing and shore power at S-19 pier - Offerors must provide tugboat dimensions to demonstrate compliance with minimum specifications - Set aside for small business concerns - Technical acceptability based on meeting tugboat specifications - Performance Periods: - Four periods, each spanning several days, with daily service windows - Government may extend or cancel periods based on operational needs - Locations: - Services performed at Joint Base Pearl Harbor-Hickam, with berthing at S-19 Pier and delivery at Sierra 20 Pier
Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation number N0060426Q4032 is issued as a request for quotation (RFQ) for tug services in accordance with the performance work statement (PWS) herein. This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The NAVSUP Fleet Logistics Center Pearl Harbor (FLCPH) requests responses from qualified sources capable of providing tug services in accordance with performance work statement (PWS) herein. Please provide quotes in the following format and include dimensions of proposed tugboat(s) in accordance with the attached Performance Work Statement (PWS):

Period of performance: Four performance periods are reflected within the PWS with delivery location generally within the confines of Joint Base Hickam, Pearl Harbor, HI.
Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.

Questions shall be submitted electronically to beverly.a.suzuki.civ@us.navy.mil. Oral queries will not be accepted. Emails sent to this address shall clearly reference the RFQ N0060426Q4032 in the subject line. Other methods of submitting questions will not be acknowledged or addressed. Questions submitted after the due date and time may not be accepted. Since the submittal of questions may result in amendments to the RFQ, it is imperative that questions be submitted as soon as possible.
RFQ CLOSE: 12:00 PM HST on Monday, 08 May 2026.

Only responsible sources who are registered in SAM.gov may submit a quote to be considered by the agency. System for Award Management (SAM). EVALUATION: Procedures in FAR Subpart 12.2 are applicable to this procurement. The submission of a quote will be determined as an affirmative statement that the quoter has the ability to perform and takes no exception to the PWS. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of technical (capability of the services offered to meet the agency’s needs), price, and responsibility. Offerors will be determined to be technically acceptable based on dimensions of proposed tugboat meeting minimums specifications outline in PWS.
All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
