The U.S. Navy, through the Naval Supply Fleet Logistics Center Norfolk (NAVSUP FLT LOG CTR NORFOLK) and the Operational Test and Evaluation Force (OPTEVFOR), is seeking contractor support for comprehensive Test & Evaluation Services: - Government Buyer: - Department of the Navy, NAVSUP FLT LOG CTR NORFOLK, and OPTEVFOR Test Design Division (01B) - Services Requested: - Operational Test and Evaluation Services, including: - Statistical analysis and technical support for up to six parallel programs - Mission-Based Test Design (MBTD) facilitation, training (multi-day courses for 15-20 personnel), and Level-of-Test Determination - Modeling and Simulation (M&S) Verification, Validation, and Accreditation (VV&A) support for up to four programs - Accelerator team support for test design, requirements analysis, and program management (up to three programs) - Labor and travel in accordance with the Performance Work Statement (PWS), with specific travel cost ceilings for each period - Period of Performance: - Base year plus four 12-month option years (total potential duration: 5 years) - Task order performance may extend up to 365 days after the ordering period - Unique/Notable Requirements: - 100% small business set-aside under NAICS 541330 - Top Secret clearance with SCI eligibility required for personnel - Emphasis on staffing, performance, and past performance in evaluation - Deliverables include test design, analysis, training, and program management reporting - No specific OEMs, vendors, or product part numbers are referenced; this is a services-only procurement - Primary Places of Performance and Travel: - Operational Test and Evaluation Force, 7970 Diven Street, Norfolk, VA (main site) - Additional travel to Patuxent River, MD; Washington DC Area; Port Hueneme, CA; and China Lake, CA - All technical and service details are defined in the attached Performance Work Statement (PWS)
