Description

The purpose of this RFI is for Market Research purposes only. No reimbursement will be made for any costs associated with providing information in response to this RFI or on any follow-up information requests.

GENERAL INFORMATION:

The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) manages the Rocket Systems Launch Program (RSLP). RSLP is requesting industry responses in the form of a “Statement of Capabilities” (SOC) for the wash out, or other demilitarization method, of Minuteman II ballistic missile motors. The expected period of performance of the contract is five (5) years with a possible option to extend for an additional five (5) years (10 years total). The expected time to start operations is requested to be included in your submitted SOC. No Government non-recurring expenses (NRE) are expected in your responses. This RFI is being released as a follow-up to Sources Sought Notice ID “RSLP-Demil2025,” originally posted on 29 May 2025.

Objective: The goal of this RFI is to collect detailed information on available solutions, methods, technologies, and vendor capabilities to perform demilitarization of Minuteman II Intercontinental Ballistic Missiles (ICBM) SR-19 and M55 motors to 5X certification. The contractor will need to demilitarize removed components in accordance with (IAW) DoDI 4140.01 and 4160.28 Defense Logistics Agency requirements. 

The Government estimates a minimum of 12 motors annually will require demilitarization with a maximum of 48 motors annually until completion. Minimum of (91) ea. SR-19 motors and (87) ea. M55 motors will require demilitarization by washout or other means. In addition, there are potentially up to an additional (41) SR19 and (63) M55 motors that will require demilitarization by wash out or other means. 

The M55 Stage I motor is approximately 54K lbs., 25 ft. in length and the case consists of a D6AC Steel case. The SR-19 Stage II motor is approximately 15K lbs., 14 ft. in length and the case consists of 6AL-4V Titanium.

The type of work to be performed under this contract shall include but is not limited to:

Breakdown and/or washout of Existing Rocket Motor Casings:

Need contractor (KTR) to be able to “Receive and store MMII motors and components.” Validate motor breakdown and rubble processing with MMII Stages 1 & 2 motors including handling the Ammonium Perchlorate (AP) laden water. Ensure all waste streams adhere to local and federal standards to limit exposure to the environment. Report work progress as required and submit required documentation to government agencies as directed.

SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS RFI SYNOPSIS:

Please include a narrative to answer each of the following questions:

(1)  Name of firm, address, point of contact, phone number, and email address.

(2)  CAGE Code and DUNS number (if available).

(3)  Does your company intend to submit a proposal for this project if and when it is formally advertised? What would make your company more or less likely to propose?

(4)  Where are your firm’s facilities located?

(5)  What is your firm’s capability to perform a contract of this complexity?

Describe your company’s existing methodology(s) to demilitarize M55 and SR-19 solid-fuel rocket motors. (e.g., crack-and-burn, washout, etc.) What is your company’s maximum annual capacity for M55 and SR-19 motor demilitarization, with your current facilities and infrastructure? Do you have any changes planned for your facilities and infrastructure over the next 5 years which would increase that maximum annual capacity? If your solution for demilitarization is washout, identify any benefits (such as cost savings) which could be offered to the Government as a result of this process.  Are you considering partnering with other companies to meet your proposed solution and/or to maximize potential benefits to the Government? If so, describe the potential role of that partner. If RSLP provided the Rocket Motor Semi-Trailers (RMS) to haul the motors from Camp Navajo, Arizona to your facility, could your company provide the coordination/booking for the transportation conveyance as part of the contract?
