The Department of Commerce is seeking contractor support for the Compliance and Adjudication Division (CAD) within the Office of Information and Communications Technology and Services (OICTS) to enhance national security-focused regulatory and compliance operations related to ICTS. - Government Buyer: - Department of Commerce, Office of Information and Communications Technology and Services (OICTS), Compliance and Adjudication Division (CAD) - Services Requested: - Professional and advisory services to support investigations, authorizations, monitoring, enforcement targeting, and adjudication for ICTS compliance - On-site contractor personnel with TS/SCI clearance required - Key tasks include: - Managing 50-150 authorization requests annually - Conducting 10 monitoring activities per year - Supporting 50-100 mitigation agreements and vetting 200-300 entities annually - Developing and maintaining SOPs, due diligence, drafting responses, designing mitigation terms, and supporting civil penalty actions - Continuous vetting, producing alerts/watchlists, and interagency coordination - Developing mitigation agreements, reviewing penalty/settlement orders, and preparing outreach materials - Unique/Notable Requirements: - All contractor personnel must possess TS/SCI security clearance - Work is primarily on-site at DOC headquarters in Washington, D.C. - Workload estimates provided for planning purposes - Services directly support national security regulatory functions - No specific OEMs, products, or hardware/software solutions are mentioned in the opportunity

REQUEST FOR INFORMATION
BIS requires contractor support services to enable the compliance division to meet its mission as a national security–focused regulator. The purpose of this contract is to provide on-site contractor personnel, management, and expertise in support of numerous core functions. The contractor shall deliver consistent, professional, and outcomes-based services that ensure the effective execution of OICTS’s statutory and regulatory responsibilities.
This Notice does not commit the Government to contract for any supply or service. This is not a Request for Proposal (RFP) and offers will not be accepted. No pricing or cost data shall be submitted. If the information is submitted, it will not be considered. The Government will not make an award resulting from this Sources Sought Notification. Any information received in response will be used to develop a potential solicitation with the intent to make a Government contract award.
This notice does not guarantee the release of a solicitation. Responses to the notice will not be disclosed outside the Government; however, Respondents shall consider information received may be used to shape a future public solicitation and therefore avoid providing proprietary information that could otherwise be disclosed through the solicitation process.
