The US Air Force at Dyess Air Force Base is seeking qualified firms to conduct a comprehensive survey and design analysis for the repair, upgrade, or replacement of the Centralized Aircraft Support System (CAS) supporting the B-1 fleet. - Government Buyer: - Department of Defense, Department of the Air Force, Air Force Global Strike Command - 7th Contracting Squadron (7 CONS), Dyess Air Force Base, Texas - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or vendors are named in the opportunity or attachments - Products/Services Requested: - Survey and design analysis of the 30-year-old CAS system - Includes assessment of 400Hz power system, 28VDC control circuits, air cooling, PAO cooling system, pit upgrades, and system monitoring - Deliverables: project work plan, field surveys, draft and final reports with cost estimates and vendor recommendations - All labor, materials, equipment, and transportation required for the study - Unique or Notable Requirements: - Focus on modernizing the CAS system to reduce maintenance manpower for the B-1 fleet - Submission of a Statement of Capability and informal cost estimate for market research - Field surveys and a one-week Data Gathering and Analysis Charrette at Dyess AFB - Reports must include engineering evaluations, cost estimates, equipment lists, and vendor recommendations - No specific products, part numbers, or purchase quantities are provided - Period of Performance: - 113 calendar days from the start of the onsite Charrette after receipt of required CAS system data - Place of Performance: - Dyess Air Force Base, Abilene, Texas

THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION ONLY. THIS IS NOT A  REQUEST FOR PROPOSAL OR QUOTATION OR AN ANNOUNCEMENT OF A SOLICITATION. This sources sought request for information is for the purpose of conducting market research to provide data for planning purposes. This sources sought synopsis announcement does not constitute a formal solicitation and is not a request for proposal, request for quote, invitation for bid, does not obligate the government to award a contract, issue a solicitation, reimburse respondents for any proposal preparation and/or submittal costs, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Government will not pay for any materials provided in response to this notice and the submission will not be returned to the sender.

Dyess AFB has a requirement for the furnishing of all labor, materials, equipment, and transportation required to provide a survey/study of the CAS system of what it will take to restore, replace, or upgrade the CAS system at Dyess AFB, reducing the overall manpower needed to conduct maintenance on the B-1 fleet.

Interested firms are invited to submit a Statement of Capability (SOC) showing the company's ability to fulfill the requirement above. Offerors are also invited to submit an informal cost estimate (solely for market research purposes).  This cost estimate will be used solely to help the Government determine the magnitude of this requirement. As stated above, no official quotes will be accepted at this time.

Responses are requested no later than 10:00 A.M. (Central Standard Time - CST) on 7 May 2026.
