This opportunity seeks a contractor to provide comprehensive grounds maintenance services for U.S. Army Reserve facilities in Missouri, primarily at MO013 (Independence, MO) and the Joplin USAR Center, under the 88th Readiness Division. - Government Buyer: - U.S. Army, MICC Fort McCoy (RC), 88th Army Reserve Readiness Division - Defense Logistics Agency (DLA) Aviation, Defense Supply Center Richmond (DSCR) - Products/Services Requested: - Full-scope grounds maintenance: mowing (multiple types), trimming, pruning, aeration, fertilization, weed control, spring and fall cleanup, trash removal, and maintenance of rocked areas - Annual fertilizer and broadleaf control - Use of approved pesticides, herbicides, fungicides, insecticides, rodenticides, and surfactants (as per DLA/AFPMB list) - Service tickets and reporting for all maintenance activities - Quantities and Line Items: - Recurring monthly and annual services (e.g., 8 months mowing per year, 1 annual fertilizer/broadleaf control, 1 spring cleanup, 1 fall cleanup per year, repeated for each option year) - Extensive list of approved pest management chemicals (e.g., 18 tubes of MITC-FUME fungicide, 40 lb bags of Fipronil ant granules, 250 packets of Kaput Combo Bait Pellets, etc.) - Unique/Notable Requirements: - Contractor must provide all labor, equipment, materials, and supervision - Only trained and certified applicators may use pesticides on DoD installations; all chemicals must be pre-approved by the 88th RD Pest Manager - Strict compliance with the Performance Work Statement, security/training requirements (AT Level I, OPSEC, iWATCH), and detailed service ticketing/reporting - Material Safety Data Sheets (MSDS) must be submitted with offers - Incentives for positive performance; disincentives include corrective actions and payment reductions - OEMs and Vendors: - No specific OEMs or proprietary product part numbers are mandated; however, the DLA/AFPMB-approved pesticide list includes many branded and generic chemical products - Period of Performance: - Base year plus four 12-month option periods and a six-month extension option; active maintenance April–November each year - Locations: - Army Reserve facility MO013 (11101 Independence Ave, Independence, MO 64054) - Joplin USAR Center (1001 Northeast Murphy Blvd, Joplin, MO 64801-1161) - Fort McCoy (60 South O Street, Fort McCoy, WI 54656-5137) - Contracting office at Fort McCoy, WI; oversight by 88th RD Pest Manager

Non-Personal Grounds Services at MO013 in Missouri. The period of performance is 1 July 2026 to 30 June 2027, four (4) twelve (12) month option periods and a six-month (6) option to extend services. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Non-Personal Service to provide all labor, transportation, equipment, materials, supervision and other items for services necessary for Grounds Maintenance Services for the 88th Readiness Division for one (1) location in Missouri; in accordance with the Performance Work Statement and terms and conditions of the solicitation and resultant contract. The period of performance start date is July 01, 2026 to June 30, 2027 with four (4) twelve (12) month option periods and a six-month (6) option to extend services.
