THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME.

The purpose of this Sources Sought Notice is to identify potential sources capable of performing Paramedic & Ambulance services; pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. This is for planning purposes only.

The 72 ABW/CE anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 621910, size standard $22.5M. 

Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract based on this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response.

1. INTRODUCTION: This is the initial step in the planning process for Paramedics & Ambulance Services for the 72 ABW/CE at Tinker Air Force Base.

The 72 ABW/CE at Tinker Air Force Base seeks sources to provide 24-hour state certified paramedic level emergency response and patient transport services for all personnel on Tinker AFB to effect a response time of 12 minutes at the 90th percentile for the initial arriving unit. In addition the Contractor will be responsible for the following off base facilities to include:  Area “D” Hilltop Road off of SE 59th , buildings: 4000, 4045, 4002, 4019, 4004, 4005, 4006, 4008, 4044, 4077, 4078, 4023, 4012, 4058, 4079, 4069, 4001, 4068, 4028, 4029, 4032, 4048, 4049, 4057, and 4064, Buildings 4036 and 4031 (satellite compound near Area "D"), located on South Post Road off of SE 59th Street, Fuels Distribution Area: Bldgs. 3905, 3902, 3907 and 53902, located on Douglas Blvd, The Twaddle Military Reserve Compound, located on Douglas Blvd. Buildings; 8400, 8430, 8431, 8432, 8433, 8435, 8436, 8437 and 8438, The Glennwood Area, located off of SE 29th Street, MROTC facility located at SW 59th and South Douglas Blvd. Buildings 2300, 2301, 2302, and 2303. The contractor will provide all labor, management, supervision, vehicles, supplies, equipment, transportation, and reports, except as provided in paragraph 3 of the DRAFT PWS, Government furnished property and services.

2. INSTRUCTIONS: All businesses capable of providing Paramedics & Ambulance Services are invited to respond electronically.

Responses shall include company name, address, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 621910, size standard $22.5M. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.

Statement of Capabilities are limited to 5 pages and should demonstrate capability to provide the requirements identified in the DRAFT PWS.
