The Centers for Medicare and Medicaid Services (CMS), under the Department of Health and Human Services (HHS), is seeking a contractor to develop and provide a crosswalk mapping Health Professional Shortage Area (HPSA) designations, as determined by the Health Resources and Services Administration (HRSA), to United States Postal Service (USPS) ZIP Codes for use in Medicare HPSA bonus payment determinations. - Government Buyer: - Centers for Medicare and Medicaid Services (CMS), Office of Acquisition & Grants Management (OAGM), Medicare Support Contracts Group (MSCG), Division of Fee for Service Contracts (DFSC) - Products/Services Requested: - Development and provision of a crosswalk mapping HPSA designations to USPS ZIP Codes - Annual deliverables: Microsoft Excel lists of ZIP Codes fully within HRSA-designated primary medical care, mental health, and dental HPSAs for the U.S., Puerto Rico, and U.S. Virgin Islands - Automation of GIS data extraction and matching - Documentation and support for CMS inquiries - Monthly progress reports - Compliance with HIPAA and Section 508 accessibility standards - Background investigations and security clearances for personnel - Conflict of interest mitigation and annual training - Unique or Notable Requirements: - Set aside for Women-Owned Small Businesses (WOSB) - Firm fixed price contract with a base year and four option years - Annual deliverables due by November 1st each year - Contractor must provide a Project Manager responsible for contract outcomes - Work must comply with federal security, privacy, and accessibility standards - No specific OEMs or commercial vendors are named in the solicitation.

Description

The Purpose of this contract is to develop and provide The Centers for Medicare and Medicaid Services (CMS) a crosswalk of geographic Health Professional Shortage Area (HPSA) designations as determined by the Health Resources and Services Administration (HRSA) to United State Postal Service (USPS) ZIP Codes to be used to determine the payment of the Medicare HPSA bonus per section 413 (a) of the Medicare Prescription Drug and Modernization Act (MMA) of 2003.
