Description

The United States Marshals Service (USMS), Investigative Operations Division (IOD), Sex Offender Investigations Branch (SOIB), Missing Child Unit (MCU), to negotiate on a sole source basis IAW RFO 6.103(b) with National Center for Missing and Exploited Children (NCMEC), Inc., 333 John Carlyle St. STE 125, Alexandria, VA 22314-5772, as the only responsible source that can contractor support in the form of three (3) analysts to directly support USMS MCU operations involving:

Missing and endangered child investigations Child exploitation case support Intelligence analysis and case coordination Integration with national law enforcement databases and systems Direct collaboration with federal, state, and local law enforcement entities

These services are critical to the USMS mission to locate and recover missing children and support ongoing law enforcement operations. This is a pre-solicitation notice in accordance with RFO 5.101.

 NCMEC, Inc. is uniquely qualified to fulfil this requirement based on the following:

Statutory Mandate: NCMEC operates under the Missing Children’s Assistance Act (34 U.S.C. § 11293), which directs coordination with federal law enforcement, including USMS. Established Law Enforcement Integration: NCMEC analysts are embedded within national investigative frameworks and maintain direct coordination channels with USMS and other agencies. Specialized Expertise: NCMEC personnel possess unique experience in missing child recovery operations and exploitation case analysis that cannot be replicated without significant duplication of cost and unacceptable delays. Operational Continuity: Use of any other source would result in disruption to ongoing investigations and negatively impact mission effectiveness.

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 624110 – Child and Youth Services with a Small Business Size Standard of $15,500,000 and Product Service Code Q802 – Clerical Medical Support.

This notice is not a request for competitive proposals. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  

Based on market research, no other responsible source is capable of providing the required services with the level of access, integration, and statutory alignment necessary to support USMS MCU operations. Based on current market research NCMEC is believed to be the only responsible source capable of meeting the Gov’t requirements.

Additionally, due to the nature of this requirement, specific operational details are restricted. Additional information will not be released to protect law enforcement sensitive (LES) activities.

Submit email capability statements (using PDF, MS Word, Excel attachments) to Mikelle Everett at mikelle.everett@usdoj.gov. Statements are due no later than 5:00 P.M. EST on 12 May 2026. No phone calls will be accepted.

The Government will consider all capability statements received but reserves the right to proceed with a sole source award if no viable alternatives are identified.
