Description
This is a Sources Sought Notice for market research purposes only. This is not a solicitation for proposals/bids, and no contract will be awarded from this notice. The U.S. Army Corps of Engineers (USACE), Nashville District, is conducting market research to identify qualified and interested businesses capable of performing the construction project described below.
No reimbursement will be made for any costs associated with providing information or industry response to this notice or any follow-up information requests. Not responding to this notice does not preclude participation in any future procurement. If a solicitation is released, it will be synopsized in the System for Award Management (SAM). It is the responsibility of potential offerors to monitor SAM for additional information pertaining to this requirement.
The acquisition strategy will be determined based on responses received from this notice and/or other market research methods. The planned acquisition strategy will be posted in SAM upon completion of market research analysis.
The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or [Women-Owned Small Business (WOSB). All are highly encouraged to respond.
Prior Government contract work is not required for submitting a response to this notice. However, respondents are reminded that all construction performance must follow the Engineer Manual (EM) 385-1-1, USACE Safety and Health Requirements Manual and any other requirements contained in the solicitation, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.

High-Level Project Summary:
Cadiz Recreation Area - Cadiz Recreation Area consists of approximately 1,350 feet of roadway (3,600 sq. yards at average width of 24 feet) and five parking areas (7,300 sq. yards). Several of the roadway sections and parking areas have significant damage including: alligatoring, longitudinal and transverse (block) cracking, raveling, and shoulder damage. Replace existing CMP culverts with HDPE smooth wall pipe, resurface approximately 10,900 square yards of pavement, install base material and new pavement, and compacted dense-grade aggregate (DGA) as shoulder protection along roadway and parking shoulder areas. Canal Campground - Canal Campground consists of approximately 3 miles of roadway (30,000 sq. yards at average width of 17 feet) and 9 parking areas (7,000 sq. yards). Several of the roadway sections and parking areas have significant damage including: alligatoring, longitudinal and transverse (block) cracking, raveling, and shoulder damage. The purpose of this project is to mill and replace approximately 22,000 sq. yards of roadway and 3,000 sq. yards of parking area within Canal Campground. The contractor will mill and replace the top 2 inches of pavement with a leveling course after preparing the site and applying a tack coat, following Kentucky Transportation Cabinet (KYTC) standards. It is possible that small portions of the roadway and parking areas may need base course repair or leveling prior to repaving. Contractor will remove 12 corrugated metal pipes (CMP) and replace them with smooth wall HPDE corrugated pipes. Minimum Technical Requirements and Critical Features of Work: Kentucky Transportation Cabinet (KYTC) Standards, KYTC SSRBC, and DOT regulations Other Known Challenges: Work will be not able to begin until after the campground and recreation areas have closed for the season and must be complete prior to these areas opening in the following spring.
Cybersecurity Maturity Model Certification (CMMC) Requirement:
It is unknown at this time, anticipate this project could require Level 1 (Self) Certification.
Prospective subcontractors are encouraged to submit so the information can be used when developing the potential Small Business Participation Plan percentages if the eventual acquisition is conducted as an unrestricted, negotiated acquisition.
