The Defense Health Agency and U.S. Army are seeking a Blanket Purchase Agreement (BPA) to supply medical and specialty gases, dry ice, and related equipment and services to multiple Army medical research facilities nationwide. - Government Buyer: - Defense Health Agency (DHA), Medical R&D Contracting Division 1 - U.S. Army Medical Research Acquisition Activity - Walter Reed Army Institute of Research (WRAIR) Logistics Branch - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation; however, Chart Industries is referenced for Dewar purchases (CYL-MVE230LTXX). - Products/Services Requested: - Compressed and bulk medical grade gases (oxygen, nitrogen, carbon dioxide, helium, argon, hydrogen, propane, specialty mixtures) - Laboratory and specialty gases in various grades and cylinder sizes - Dry ice pellets (monthly deliveries, e.g., 1,200 lbs/month at WRAIR, 1,500 lbs at USAMRIID, 1,000 lbs/week at USAMRICD, 550 lbs/month at USARIEM) - Gas-related equipment (Dewars, gauges, manifold assemblies) - Cylinder rental (medical, industrial, specialty, liquid, various sizes) - Bulk and microbulk liquid nitrogen and CO2 tanks, telemetry monitoring - Cylinder maintenance (hydrostatic testing, cleaning, painting, valve/cap replacement, disposal) - Emergency delivery (within 24 hours), preventive maintenance, and calibration services - Delivery, pickup, and mobilization/demobilization of cylinders and tanks - Unique/Notable Requirements: - Support for both government-owned and customer-leased cylinders - Telemetry access for tank level monitoring - Strict delivery timelines (emergency delivery within 24 hours) - Compliance with ISO standards, hydrostatic testing, and cylinder identification - Firm-fixed-price call orders with a ceiling of $1,783,595.46 and individual order cap of $350,000 - Service coverage for multiple geographically dispersed DoD research labs - Primary Delivery/Performance Locations: - Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD & Fort Detrick, MD - US Army Medical Research Institute of Infectious Diseases (USAMRIID), Fort Detrick, MD - US Army Medical Research Institute of Chemical Defense (USAMRICD), Aberdeen Proving Ground, MD - US Army Aeromedical Research Laboratory (USAARL), Fort Rucker/Ft. Description

This requirement is for a Blanket Purchase Agreement (BPA) which orders may be placed for a variety of compressed and bulk medical grade gas, laboratory and specialty gases, gas-related equipment, supply and services, dry ice pellets, for customer leased and/or government owned cylinders in support of the Defense Health Agency/US Army Medical Research and Development Command and other research labs as needed.
