Army Solicitation for DEERS Support Services at 33 USARC Locations

The Department of the Army, through the Mission and Installation Contracting Command at Fort Bragg (MICC-FB), is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) to provide DEERS Support Services for the United States Army Reserve Command (USARC) at 33 locations worldwide. - Government Buyer: - United States Army, Mission and Installation Contracting Command – Fort Bragg (MICC-FB) - OEMs and Vendors: - No specific OEMs or commercial vendors are named; the requirement is for personnel support services only - Products/Services Requested: - Personnel staffing for Identification Card Offices (ICOs) at 33 CONUS and OCONUS locations - Issuance and management of Department of Defense (DoD) identification cards, including Common Access Cards (CAC), Geneva Convention cards, USID cards, and tags - Timely and accurate updates to the Defense Enrollment Eligibility Reporting System (DEERS) and RAPIDS systems - Customer service handouts, site roster maintenance, weekly and monthly reporting, SOP and continuity book maintenance - Employee training, deliverables, and timely backfill of vacancies - Preparation and submission of various plans and reports (Quality Control Plan, OPSEC Plan/SOP, CTIP Compliance, Key Personnel Designation, Trip Reports, CACMAT Assessment, etc.) - Unique or Notable Requirements: - 100% set-aside for SDVOSB - Firm Fixed Price (FFP) contract with a base year, two one-year option periods, and a 30-day phase-in - Performance thresholds: 95-100% accuracy and timeliness, minimum 90% productive hours, and corrective action plans for deficiencies - Government surveillance and potential contract value decrements for unfilled vacancies - Compliance with regulatory guidance and deliverable schedules - Locations: - Services to be performed at 33 federal facilities and Army Reserve Centers across the U.S. and territories, including Fort Bragg (NC), Fort Knox (KY), Los Alamitos (CA), Fort Gillem (GA), Fort Shafter (HI), Fort Devens (MA), Fort Totten (NY), Fort Buchanan (PR), and others - Contracting office at MICC-FB, 2175 Rock Merritt Ave, Fort Bragg, NC - Deliverables submitted to federal offices such as WAWF Portal, USARC G-1/APO, and Contracting Officer Representatives (CORs)

Description

The Mission and Installation Command – Fort Bragg (MICC-FB) plans to issue a solicitation for DEERS Support Services for the United States Army Reserve Command (USARC). This requirement will support Identification Card Offices (ICOs) in thirty-three (33) different locations, CONUS and OCONUS. The main responsibility of these Common Access Card (CAC) offices is to provide the Army Reserve with personnel for the issuance of Department of Defense (DoD) identification (ID) cards to include the Common Access Card (CAC), to all eligible recipients, updating, and verifying eligibility for input into DEERS across 33 locations, CONUS and OCONUS. 

This action will be a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be eligible for award, an offeror must represent in good faith that it is a small business vendor in accordance with FAR 19.301. The Government intends to award a Firm Fixed Price (FFP) contract. The Period of Performance for the base year is 06 August 2026 through 05 July 2027 with two (2) One (1) year options and a  thirty (30) day phase-in beginning on 06 July 2026. 

Please note that this notice does NOT constitute the Request for Proposal (RFP). The RFP will be posted on or about 15 May 2026. The RFP and any/all amendments will be posted and available for viewing and downloading on Contract Opportunities (sam.gov). All timely submissions will be reviewed.

No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to this solicitation.
