USDA FSIS is seeking preventative maintenance and repair services for critical analytical systems at its Midwestern Laboratory in Saint Louis, MO. - Government Buyer: - US Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS), Midwestern Laboratory - OEMs and Vendors: - Thermo (Thermo Fisher Scientific) is the primary OEM for all listed mass spectrometers and liquid chromatograph systems - Products/Systems Covered: - 1 Thermo Q Exactive Focus Mass Spectrometer (part number: Q Exactive Focus MS System) - 3 Thermo Q Exactive Basic Mass Spectrometers (part number: Q Exactive Basic MS System) - 1 Dionex UltiMate Liquid Chromatograph (part number: HPG-3400RS) - 1 WPS-3000TRS Liquid Chromatograph (part number: WPS-3000TRS) - 1 TCC-3000RS Liquid Chromatograph (part number: TCC-3000RS) - 3 Vanquish Binary Pump F (part number: Vanquish Binary Pump F) - 3 Vanquish Split Sampler FT (part number: Vanquish Split Sampler FT) - 3 Vanquish Column Compartment H (part number: Vanquish Column Compartment H) - Services Requested: - Annual preventative maintenance and repair service contract for all listed instruments - Includes scheduled onsite maintenance (one visit per instrument per year), unlimited emergency repair visits (with two-business-day onsite response), OEM replacement parts, technical support, and software/firmware updates - All services must be performed by factory-certified technicians with access to proprietary software and parts - Unique/Notable Requirements: - Strict compliance with Section 508 ICT accessibility standards and security requirements - Service reports due within 5 business days of maintenance and 3 business days of emergency repairs - Contractor must demonstrate experience servicing Thermo Q Exactive and Vanquish/Dionex systems

Description

This Request for Information (RFI) is issued by the USDA Food Safety and Inspection Service (FSIS) for market research to identify capable sources for a comprehensive preventative maintenance and repair service contract. The objective is to ensure the continuous operational readiness of critical analytical systems used in food safety testing.

The contractor shall provide all labor, travel, and materials including Original Equipment Manufacturer (OEM) replacement parts to maintain the systems identified in the Statement of Work (SOW).

CORE SERVICE REQUIREMENTS

- Preventative Maintenance (PM): One scheduled onsite PM visit per 12-month period for each unit, including standard PM kits and performance verification.

- Onsite Repair Services: Unlimited onsite emergency repair visits with specified response times (e.g., within 3 business days).

- Parts & Technical Support: Coverage for all repair and PM parts, plus unlimited remote technical assistance and software updates for existing versions.

Qualifications: All services must be performed by Factory-Certified Technicians.

SUBMISSION REQUIREMENTS

Interested parties should submit a capability statement (typically limited to 15 pages) to the identified Point of Contact. Responses should include:

- Company Information: Name, address, UEI/CAGE code, and socioeconomic status (e.g., Small Business).

- Technical Capabilities: Evidence of previous experience servicing Thermo Q Exactive and Vanquish/Dionex systems.

- Staffing: Confirmation that technicians are factory-trained and have access to proprietary software/parts.

- Feedback: Identification of any ambiguities in the draft Statement of Work (SOW) that might hinder performance
