The USDA Forest Service is seeking a contractor to rehabilitate and maintain National Forest System Road (NFSR) 141 in the Gila National Forest, New Mexico. - Government Buyer: - USDA Forest Service, CSA Southwest 7, Albuquerque, NM - Gila National Forest, Reserve Ranger District - Scope of Work: - Roadway rehabilitation and maintenance, including: - Pulverizing and reshaping existing chip seal surface - Subexcavation (with and without geogrid), full depth reclamation - Placement of aggregate base and asphalt concrete paving - Installation and cleaning of steel culverts (18" to 36" CMP, elbows) - Riprap placement, ditch reconditioning, drainage structure reconditioning - Clearing, grubbing, and vegetation removal - Installation and removal of sign systems, delineators, gates, and cattleguards - Pavement markings and temporary traffic control (flaggers, electronic sign boards) - Optional work: additional aggregate surface courses, dust palliative, fog seal, and chip seal applications - Products/Materials: - Large quantities of aggregate base (over 22,000 tons), asphalt concrete (over 18,000 tons), and riprap - Steel corrugated metal pipe (CMP) culverts in various sizes and elbows - Signage systems, delineators, steel gates, and cattleguards - Services: - Traffic control (flaggers, electronic sign boards) - Contractor quality control and testing - Notable Requirements: - All labor, materials, equipment, and supplies must be provided by the contractor - Project is a total small business set-aside under NAICS 237310 - Quantities and technical specifications are detailed in the Schedule of Items - No specific OEMs or proprietary products are named; standard construction materials and equipment are required.
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Proposals are being requested and a separate written solicitation will not be issued.
Solicitation number 127EAX26R0008 is issued as a Request for Proposal (RFP) for NFSR 141 Rehabilitation and Maintenance.
IAW Attachment 1 - Statement of Work and Attachment 2 - Specifications, Gila National Forest has a requirement for the rehabilitation and maintenance of National Forest System Road (NFSR) 141 from milepost 0.69 to milepost 18.81. Work includes but is not limited to pulverizing the entire existing chip seal surface to a depth of 6” and reshaping the road template. Maintaining, extending, repairing, installing and/or removing existing culverts. Reconditioning the ditch lines, including lead-out ditches, and clearing roadside vegetation. Removing all existing signs/posts and installing new sign systems per the new sign schedule.
Additionally, the base contract will include the segment of the road from milepost 0.69 to milepost 9.47 receiving a 3” layer of asphalt over a 4” layer of aggregate base.
If funding allows, the optional items will be funded in the order listed in the schedule of items. Optional item work includes adding 4” aggregate surface course for the remaining 9.34 miles, application of a dust palliative over the entire last 9.34 miles of aggregate surface course, application of a fog seal over the first 8.8 miles followed by a single penetration chip seal over the fog seal. Contractor shall furnish all materials, equipment, labor, transportation and supplies necessary to complete the work associated with the project.

This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237310 The small business size standard is $45M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.
