SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, is soliciting offers for the fabrication of precision single-crystal silicon optic components for the LCLS-II HE X-ray Optics System. - Government Buyer: - SLAC National Accelerator Laboratory (DOE Contractor), Menlo Park, California - Office: LCLS-II HE X-ray Optics System - Products Requested: - Six distinct single-crystal silicon "crystal cage" optic components - Part numbers: DSG-000058281, DSG-000042186, DSG-000040394, DSG-000080017, DSG-000092295, DSG-000092471 - Quantity: 1 each - Types include HHLM-2, DXS 4f-CCM2, CCM, 4f CCM C1, HHLM2-CCM2, CCM (with specific silicon orientations and asymmetries) - Technical Requirements: - Float-zone grown, zero-defect, >10,000 ohm-cm, strain-free single-crystal silicon - Diffraction surfaces must be lapped, polished, and etched - Surface finish: <1 nm RMS roughness (5–1000 nm range) - Flatness: <15 µm - 8 keV rocking curve FWHM within 1 rad theoretical - Clear optical apertures as defined in engineering drawings - Marking/serialization and inspection report required - Protective packaging: dust/hydrocarbon-free, all-metal enclosure preferred, crystal surface must not contact packaging - Notable Requirements: - Compliance with Buy American Act for items over $15,000 - Completion of representations and certifications - Inclusion of Harmonized Tariff Schedule codes if applicable - No on-site services permitted; products only - Fixed price purchase order, NET-30 payment terms, FOB Destination Prepaid and Add; foreign shipments CIP SLAC, duty unpaid - Services Requested: - Optic fabrication finishing and QA (lap, polish, etch, inspection, serialization) - Packaging and shipping with contamination/shock control - Place of Performance/Delivery: - SLAC National Accelerator Laboratory, 2575 Sand Hill Road, Menlo Park, CA 94025 - Federal facility operated by Stanford University for DOE

SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.

Technical evaluation criteria are as follows:

Polishing method: Plasma Surface finish: 1nm RMS Clear apertures as defined in NOTE 6 in drawings

Buy American Act Certification (BAA) applies to items that have a unit price that is over $15,000. Representations & Certifications Rider is required. Once completed the Reps and Certs is valid for one year until renewal. If you have already completed one within the year please disregard. Otherwise, please complete and return. Please include in your proposals the Harmonized Tariff Schedule (HTS Code) if applicable. All subcontractors are required to register in the System for Award Management (www.sam.gov). The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023) will be made a part of the resulting order. Payment Terms will be NET-30 (SLAC is unable to do advance payments and or Prepayments). Freight terms will be FOB Destination Prepaid and Add Foreign Vendors Shipments will be made CIP SLAC, Menlo Park, and Duty Unpaid.
