The revisions amend certain startup and shutdown provisions to address deficiencies identified in a prior disapproval action from October 23, 2023. The proposed changes remove potential exemptions from emission limitations during startup and shutdown events, strengthening Delaware's SIP and aligning it with revised state regulations.
