This supplemental notice of proposed rulemaking re-opens public comment on certain topics and provisions addressed in HUD's May 29, 2024, proposed rule for the HOME Investment Partnerships Program. It proposes to revise or revoke tenant protection provisions allowing jurisdictions to exceed maximum per-unit subsidies for green building projects and create additional flexibilities for scattered site manufactured housing rental projects. The rulemaking aims to update and streamline the HOME program, including reducing burdens on owners and encouraging the use of manufactured housing. The comment period closes on June 1, 2026.
