Description

Introduction: 

The Naval Supply Systems Command Fleet Logistics Center Sigonella (NAVSUP FLCSI), Site Rota, on behalf of Commander Naval Installations Command (CNIC), Naval Station Rota Port Operations (Port Ops), is issuing this Sources Sought Notice (SSN) for the purposes of conducting market research to obtain industry information and identify potential sources that are capable of and interested in providing ship towing services described in the attached Draft Performance Work Statement. 

Description of Services: 

The U.S Navy is seeking to identify qualified companies with the capability to perform ship towing services for U.S. Navy Ships (USS), Naval Fleet Auxiliary Force (NFAF), Military Sealift Command (MSC) vessels, and U.S. Coast Guard (USCG) ships at Naval Station (NAVSTA) Rota.   

Note that companies must be required to comply with local Spanish labor laws, insurance, regulations and be duly authorized to operate and to do business in Spain. 

Objective: 

The objective of this notice is to determine the interest, capability, and capacity of qualified companies—including Spanish domestic firms, U.S. firms with overseas operating capability, and international ship towing companies — to meet U.S. Navy requirements.  

Place of Performance:  The primary place of performance will be Naval Station Rota, Cádiz Province, Spain. 

Submission Guidelines: 

Responding contractors shall provide a capabilities statement that includes a description of their company’s qualifications, operational Tugboat fleet, relevant capabilities, experience performing ship towage services and the capability to perform work at or near the Bay of Cadiz. 

Responses will be used by the Government for market research and acquisition planning to determine the optimal strategy for a future procurement.
