The National Highway Traffic Safety Administration (NHTSA), part of the U.S. Department of Transportation, is seeking a contractor to provide comprehensive support services for its Quality Control Center (QCC) under the Crash Investigation Sampling System (CISS). - Government Buyer: - United States Department of Transportation - National Highway Traffic Safety Administration (NHTSA) - National Center for Statistics and Analysis - Office of Acquisition Management, Washington, DC - OEMs and Vendors: - No specific OEMs or commercial vendors are named in the solicitation - Products/Services Requested: - Establishment, operation, and maintenance of a data and performance Quality Control Center (QCC) for CISS - Quality control review of CISS cases for up to 73 Primary Sampling Units (PSUs) nationwide - Sampling review of Police Crash Reports (PCRs) entered by PSUs - Participation in training, technical meetings, and workshops - Conducting quality control site visits to PSU locations across the country - Unique or Notable Requirements: - Contractor must provide ongoing quality assurance and operational support for the CISS program - Site visits and quality control reviews are required at multiple, geographically dispersed PSU locations - The contract is structured as a Cost-Plus Fixed Fee with a base period and multiple option periods - Period of Performance: - Up to 66 months total: three-year base period, two one-year option periods, and a six-month extension option - Place of Performance: - Nationwide network of Primary Sampling Units (PSUs) - NHTSA Office of Acquisition, Washington, DC

Description

The objective of this Contract is to provide support for the Quality Control Center (QCC) for NHTSA’s Crash Investigation Sampling System (CISS). This includes establishment and operation of a data and performance quality control center; quality control review of CISS cases for up to seventy-three (73) PSUs (sixty-five (65) currently operational and eight (8) anticipated to be added during  contract performance); sampling review of PCRs entered by PSUs; participation in training, technical meetings, and workshops; and conducting quality control site visits to PSU locations
