NIWC Pacific is seeking a contractor to provide ongoing development, maintenance, and support for the DoW ESI website, a central platform for enterprise COTS IT procurement. - Contract covers both public-facing website and internal CMS, which are already operational as MVPs - Services required include: - Continuous website operations and technical support - Cybersecurity monitoring and compliance (DoD, DON, NIWC Pacific standards, STIG, NIST) - Section 508 accessibility compliance and remediation - Agile program management, bi-weekly planning, and risk management - User experience improvements and UI/UX bug fixes - Advanced feature development (secure reseller portal, license transfer database, mobile app) - AI/ML-driven analytics, business intelligence dashboards, and workflow automation - Reporting enhancements and data warehouse API gateway improvements - Site membership and access control (CAC/PKI authentication, role-based permissions) - Mobile-friendly development and responsive design - Key personnel required: Project Manager and Lead Technical Architect with DoD experience - Incumbent contractor is Booz Allen Hamilton - Estimated staffing: 6-8 FTEs annually - Period of performance: One base year plus four option years (total five years) - Place of performance: NIWC Pacific, San Diego, CA - No specific OEMs or products named; requirement is for IT services - Monthly status reports and deliverables required throughout contract - Security updates and compliance reviews occur regularly - Commercial opportunity for IT service providers with federal website development and cybersecurity expertise

Naval Information Warfare Center Pacific (NIWC PAC), on behalf of the Department of War’s (DoW) Enterprise Software Initiative (ESI) and Enterprise Agreement Services (EAS) program, requires continued development, maintenance, and support for the DoW ESI website (www.esi.mil) to sustain operational efficiency, accessibility, and modernization of the platform. ESI.mil is pivotal in centralizing and streamlining enterprise Commercial Off-the-Shelf (COTS) IT procurement activities while adhering to cybersecurity and federal compliance mandates. The initial public-facing website and internal Content Management System (CMS), which were developed as Minimum Viable Products (MVPs), are operational.
