NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation currently available. In order to protect the integrity of any future procurement that may arise from this announcement, information regarding the technical details will not be disclosed at this stage. Notice Type: Pre-solicitation Notice. Response Date: No later than Thursday, May 14, 2026, 11:00 a.m. Thailand Time. This notice serves to inform the public about an upcoming project at Villamor Air Base, Pasay City, Philippines. The government anticipates issuing a solicitation around May or June 2026. Additionally, this notice seeks to gather names of contractors interested in attending the site visit for the Base Access Request (BAR), which will be facilitated by the US Government. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered. Project Description This is a Design-Build (DB) project for the complete design and renovation of an existing facility at Villamor Air Base, Pasay City, Philippines. The project includes, but is not limited to: Full renovation of a multi-level facility supporting administrative, billeting, and command-and-control (C2) functions. Basement renovation and expansion to accommodate additional workstations. Architectural upgrades, including modernization of finishes, fixtures, and interior layouts. Structural modifications, including reinforcement of the existing roof to support a future antenna farm. Mechanical and electrical system upgrades, including HVAC systems, power distribution and lighting, fire protection systems, and communications and IT infrastructure. Work will be performed in an active military installation, requiring coordination with host nation stakeholders and adherence to applicable U.S. and Host Nation standards. Project magnitude is estimated between US$1,000,000 and US$5,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects). A Pre-Proposal Site Visit (PPSV) is tentatively scheduled for June–July 2026. The site visit provides Offerors an opportunity to familiarize themselves with the job sites and conditions but is not for answering questions. Participation and Access Offerors interested in the project must complete the attached Base Access Request (BAR) and submit it to the site access coordinators listed below by May 14, 2026, no later than 11:00 a.m. Thailand time. Access is only granted via the BAR submitted by the US Government. Requests after the deadline will not be considered. Requests after the deadline will not be added to the US list but may attend if they can access the base independently. Inspection outside scheduled visits is prohibited and disqualifies the contractor from the award. Instructions for Base Access Request (BAR) All BAR submissions must be received during business hours. What to Submit: Personnel Roster: Provide a list of all personnel requesting access in an Excel file named Encl 1 Personnel Roster_[Short Company Name], with proper case formatting. Combined ID Document (PDF): Create a single PDF containing all personnel IDs, organized with bookmarks for each person, named in the format Last Name, First Name. The PDF should be named [Company Name]IDs and contain only valid, unexpired IDs, including passport bio pages or other acceptable IDs for Philippine citizens. Send the complete BAR package (items 1 and 2) to the Site Access Coordinator at mnlnavfacroicc@state.gov and daydaymn@state.gov. Ensure compliance with the format requirements: personnel list in Excel, valid passports in a single bookmarked PDF, and no password protection. Non-compliant submissions will not be processed.
