NOAA IDIQ for Isotope and Radiocarbon Analysis of Atmospheric Trace Gases

NOAA's Global Monitoring Laboratory (GML) in Boulder, Colorado, is seeking a contractor to provide specialized isotope and radiocarbon analysis services for atmospheric trace gases as part of its Global Greenhouse Gas Reference Network (GGGRN). - Government Buyer: - U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Global Monitoring Laboratory (GML) - Western Acquisition Division, Boulder, CO and Seattle, WA offices - Products/Services Requested: - Isotope and radiocarbon analysis of atmospheric air samples, including: - Stable isotopes of Carbon Dioxide (CO2) (7,500 units) - Radiocarbon (14C) of CO2: Extraction Only (1,350 units) - Radiocarbon (14C) of CO2: Extraction and Measurement (1,350 units) - Radiocarbon (14C) of Methane (CH4) (325 units) - Stable isotopes of Methane (CH4) (1,250 units) - Triple oxygen isotope ratios of CO2 (D17O) (500 units) - Scientific interpretation of greenhouse gas measurements, including time series, gradient analysis, and emissions estimation - Isotope analysis of volatile organic compounds in atmospheric samples - Unique/Notable Requirements: - High-precision, quality-controlled data delivery for multiple isotopes (13C, 18O, 14C, D, 17O) - Scientific interpretation and emissions estimation required in addition to laboratory analysis - Sample transport and container return logistics to/from Boulder, CO - Single-award IDIQ contract with firm-fixed price task orders - Five annual ordering periods (IDIQ structure) - No specific OEMs or vendors named; open to qualified commercial laboratories - All technical requirements and detailed line items are specified in the Performance Work Statement (PWS) and Pricing Schedule attachments.

Description

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. 

Solicitation number 1305M26Q0110 is issued as a request for quotation (RFQ) for a single award indefinite-delivery indefinite-quantity (IDIQ) contract with fixed priced task orders providing isotope analysis support to the Global Monitoring Laboratory (GML) in Boulder, CO. 

This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii) A list of line-item numbers can be found in the SF1449 within the attachment labeled RFQ (CSS) 1305M326Q0110, and items, quantities, and units of measure can be found in the attachment labeled Attachment 2 - Pricing Schedule.

(iii) Description of requirements for the items to be acquired can be found in the attachment labeled Attachment 1 - Performance Work Statement (PWS).

(iv) Dates, place of delivery, and place of acceptance can be found in clauses CAR 1352.246-70 and CAR 1352.270-70 within Section 3 - Contract Terms and Conditions of the attachment labeled RFQ (CSS) 1305M326Q0110. Acceptance terms for this solicitation are f.o.b. destination only.
