This opportunity seeks a qualified contractor to operate, interpret, and maintain the historic Mill Springs Mill in Monticello, Kentucky, under the direction of the U.S. Army Corps of Engineers, Nashville District. - Government Buyer: - U.S. Army Corps of Engineers, Nashville District (ENDIST NASHVILLE) - Services Requested: - Operation, interpretation, and maintenance of Mill Springs Mill, including: - Milling demonstrations using original machinery and French burr stones - Conducting interpretive tours and public engagement - Maintenance of mill structure, machinery, and grounds - Seasonal startup (de-winterization) and shutdown (winterization) - Sharpening stones, cleaning, and ensuring safety and preservation - Compliance with strict safety, historic preservation, and visitor education standards - Security and conduct requirements for all personnel - Unique Requirements: - Contractor must demonstrate proficiency in historic mill operation and interpretation - Government provides audiovisual equipment, brochures, and corn for grinding - The Corps reserves the right to halt operations for safety or preservation concerns - No specific OEMs or commercial vendors are named; all work centers on the historic mill and its original components - Place of Performance: - Mill Springs Mill, Monticello, Kentucky (Lake Cumberland area) - Contracting office located in Nashville, TN - Period of Performance: - Seasonal operation from May through September, including weekends and holidays

Description

The existing Mill Springs Mill was constructed in the 1830’s and consists of a mill structure, milling machinery, French burr stones for grinding corn, and many control mechanisms for operation of the waterwheel, stone adjustments, and corn meal production. The entirety of the structure is listed in the Register of Historic Places. Each item is of historic significance to the Mill Springs Park, and shall be interpreted, operated, and maintained with the utmost care and precision. The U.S. Army Corps of Engineers reserves the right to order a milling stoppage order if Corps employees deem the mill is being operated in an unsafe manner or in a manner which would cause harm to the public or the mill. There is no reimbursement or change in pay whether the mill is physically operated.
